About URBRA:
The Uganda Retirement Benefits
Regulatory Authority manages retirement plans for Uganda’s public
workforce by serving as the fiduciary stewards of the contributions and
disbursements of the pension trust funds. In partnership with the state’s
public employers, we help ensure that they can offer their employees a
comprehensive retirement plan that is responsive to their needs and is
equitable to all stakeholders.

URBA’s primary mandates
include;

- Regulate
the establishment, management and operation of retirement benefits schemes
in Uganda in both private and public sector - Supervise
institutions which provide retirement benefits products and services - Protect
the interest of member and beneficiaries of retirement benefits schemes - Promote
the development of the retirement benefits sector - Provide
for licensing for custodians, trustees, administration and fund managers
of retirement benefits schemes, the appointment of inspectors and interim
administrators.
Job Summary: The Manager
Licensing is primarily responsible for steering licensing of all players in the
Retirement Benefits Sector.

Key Duties and Responsibilities:
- Ensure
effective implementation of the policy framework and procedures for
licensing in accordance with the Uganda Retirement Benefits Regulatory Act
2011 and other relevant laws - Evaluate
and assess license applications in conformity with the all the URBRA
regulations - Manage
and maintain a license portfolio and database of all licensors - Manage
and track the license renewal processes with the licensors according to
the set guidelines and regulations - Participate
in the annual budget and work plan preparation Monitor and review the
legal and regulatory regime to ensure efficient and effective assessment
of license applications - Regularly
assess the implementation of regulations and guidelines and strategies in
force and evaluate the risks and potential outcomes - Train
staff in regulatory policies or procedures by developing and implementing
programs to increase employee awareness and knowledge of compliance with
Regulations, Standards, Policies, Procedures and Guidelines in force - Participate
in the resolution of compliance issues - Serve
notices, prepare reports for legal action and if necessary attend court to
give evidence concerning breaches of licensing legislation or in response
to appeals. - Perform
any other duties assigned by the supervisor.
Qualifications, Skills and Experience:
- The
Licensing Manager should hold a Bachelor’s degree in Actuarial science,
Economics, Statistics, Law, Commerce, Business Administration - A
Master’s Degree in Law, Economics, Financial Management, Statistics,
Commerce or Business Administration - Additional
professional membership is an added advantage - At
least eight years’ experience in supervision, licensing, inspection or
risk management at managerial level - Solid
pension sector knowledge - Good
understanding and knowledge of licensing process - Supervision
and inspection competencies - Possess
the ability to implement regulatory and standards framework - Risk
management skills - Excellent
ICT proficiency - Excellent
communication skills (oral) - Excellent
writing skills - Leadership
skills - Managerial
competencies - Proficiency
in Stakeholder management - Team
building and management skills
