About URBRA:
The Uganda Retirement Benefits
Regulatory Authority manages retirement plans for Uganda’s public
workforce by serving as the fiduciary stewards of the contributions and
disbursements of the pension trust funds. In partnership with the state’s
public employers, we help ensure that they can offer their employees a
comprehensive retirement plan that is responsive to their needs and is
equitable to all stakeholders.

URBA’s primary mandates
include;
include;
- Regulate
the establishment, management and operation of retirement benefits schemes
in Uganda in both private and public sector - Supervise
institutions which provide retirement benefits products and services - Protect
the interest of member and beneficiaries of retirement benefits schemes - Promote
the development of the retirement benefits sector - Provide
for licensing for custodians, trustees, administration and fund managers
of retirement benefits schemes, the appointment of inspectors and interim
administrators.
Job Summary: The Manager
Communications and Public Affairs will be required to conceptualise, plan and
implement the Authority’s internal and external communications.

Key Duties and Responsibilities:
- Manage
the day-to-day internal and external communications activities - Manage
the development of content for impactful publications, web site and other
forms of media - Co-ordinate
media and public affairs activities to promote regulatory and policy
positions Manage the monitoring of media and current affairs developments,
across a wide range of media - Prepare
press statements and articles on issues for internal and external
communications - Manage
the publication and promotion of URBRA materials, including design and
printing - Ensure
that the communication outputs are of a high standard, respond to the
needs of the target audience, and are delivered within agreed budget and
timelines - Build
and grow key relationships with media, key decision makers, sector
organisations and others. - Perform
any other duties assigned by the supervisor.
Qualifications, Skills and Experience:
- The
candidate should hold a Bachelor’s degree in Arts or Business with Media
Studies, Mass Communications, Sales and Marketing or PR Studies - A
Master’s degree in a relevant field - Additional
professional qualifications such as Chartered Institute of Marketing would
be an added advantage - At
least eight years’ experience in a similar role or at managerial level - Expertise
in communications, marketing or journalism - Working
knowledge in developing and implementing media, advocacy or marketing
campaigns - Knowledge
in PR and experience of representing an organization - Excellent
written and verbal communication and presentation skills - An
eye for detail and strong organisational skills - Excellent
interpersonal and networking skills - Ability
to manage a complex workload and work to tight deadlines - Computer
literacy skills including social media skills.
