About WHO:
The
World Health Organization (WHO) is a specialized agency of the United
Nations (UN) that is concerned with international public health.
It was established on 7 April 1948, with its headquarters in Geneva,
Switzerland. WHO is a member of the United Nations Development Group.
Its predecessor, the Health Organization, was
an agency of the League of Nations. The constitution of the
World Health Organization had been signed by all 61 countries of the United
Nations by 22 July 1946, with the first meeting of the World Health Assembly finishing on 24 July
1948. It incorporated the Office International d’Hygiène Publique and the
League of Nations Health Organization. Since its creation, it has been
responsible for playing a leading role in the eradication of smallpox. Its current
priorities include communicable diseases, in particular, HIV/AIDS,
malaria
and tuberculosis;
the mitigation of the effects of non-communicable diseases; sexual and
reproductive health, development, and aging; nutrition, food security and
healthy eating; occupational health; substance abuse; and drive the development
of reporting, publications, and networking. WHO is responsible for the World Health Report, a leading international
publication on health, the worldwide World Health Survey, and World Health
Day (7th-April of every Year).
Key
Duties and Responsibilities:
·        
Provide
WHO support to MoH for effective engagement with other sectors, development
partners and agencies in policy dialogue, strategic planning and health systems
reform;
·        
Support
capacity building in MoH and other relevant ministries in:
·        
Policy
dialogue, design, implementation and M&E in the context of Universal Health
Coverage (UHC).
·        
Health
economics analyses, national and sub­national health accounts; economic
viability analysis of health financing schemes, efficiency and equity
measurements, etc.
·        
Technical
support MOH in the area of generation and utilization of evidence and
implementation of the Algiers Declaration on Research for Health in the African
Region
·        
Provide
technical support to MOH in the development of the health component of National
Development Plans and Health Sector Strategic and Investment Plans.
·        
Offer
support to MOH in the Costing of National Health Strategic Plan and program
using relevant tools such as One Health Tool.
·        
Provide
technical support to MOH in the development of a comprehensive health financing
strategy
·        
Responsible
for the design and implementation of pro-poor financing mechanisms
·        
Design
and application of effective and efficient resource allocation and resource
utilization mechanisms
·        
Preparation
of health sector and programme investment plans for scaling up pro-poor
interventions institutionalization of National Health Accounts
·        
Responsible
for a comprehensive health sector budgeting and planning i.e. preparation of
proposals for funding from global financing/health initiatives and any other
relevant activities.
·        
Provide
support to MOH and other ministries in their effort to advocate for health and
its contribution to national development and in advancing the Investment Case
for the health sector.
·        
Provide
technical expertise at the national level through the Harmonization for Health
in Africa (HHA) and support the implementation of the HHA Action Plan 2013-15.
·        
Perform
any other duties assigned by WHO Representative.
Qualifications,
Skills and Experience:
·        
The
WHO prospective employee must possess a MBChB, Dentistry, Pharmacy or related
Science degree from a recognised University.
·        
She
/ he must possess a Masters Degree or PhD in Health Economics or related relevant
Field.
·        
At
least three years of relevant experience in Health Economies at national level,
health financing, cost analysis, conducting efficiency studies, equity
analysis, monitoring and evaluation of health.
·        
Possess
good understanding of Uganda Health System; macro-aspects of the national
economy, health financing issues in Uganda and their impact of health
development and the population in general.
·        
Promoting
WHO’s position in health leadership.
·        
Prior
experience with an international organization or previous programme work with a
UN agency is an added advantage.
·        
Demonstrated
team work, excellent communication and writing skills
·        
Demonstrated
advanced level skills in various computer packages including Word Processing
Data Management and costing of health services
·        
Producing
quality results
·        
Communicating
in a credible and effective way.
·        
Fostering
Integration and team work.
·        
Ensuring
the effective use of resources
·        
Building
and promoting partnerships across the organization and beyond
·        
Setting
an example.
Languages: Proficiency in both written and spoken
English; working knowledge of French would be added advantage.
