About EQE Project:
Plan
Uganda received funding from Educate a Child (EAC) to implement a four-year
project in partnership with the Ministry of Education and Sports (MoES) through
the District Education Offices in Lira and Kamuli. The Project aims to support
60,000 out of school children (OOSC) to enroll and stay in school over a
four-year duration with a special focus on girls, children with disabilities,
children affected by conflict, children living in extreme poverty and orphans.
Key Duties &
Responsibilities:
  • Responsible
    for the development of an M&E framework system and tools to capture
    results of the EQE project activities
  • Offer
    support consistent monitoring and documentation of project activities in
    each of the project areas.
  • Rigorously
    monitor project activities and collect data as per the agreed timelines
    and within the framework
  • Produce
    high quality project progress, monitoring and evaluation reports
  • Support
    the local management and staff in all monitoring and documentation related
    activities including utilization of the corporate M&E system (PALS)
    within the system.
  • Ensure
    that the data is entered on time and accurately
  • Aid
    project staff in the development of case stories that highlight impact of
    the project on beneficiaries.
  • Develop
    tools and processes for monitoring field activities in the district.
  • Design and
    coordinate project research studies, project evaluations, organizational
    learning and documentation initiatives
  • Lead and
    coordinate participatory learning events with project team, partners and
    other key stakeholders in the project activities
  • Write and
    edit documentation and reports on best practices, case studies, lessons
    learnt and reflections on all project activities
  • Perform
    any other tasks in accordance to the project expectations.
Qualifications, Skills
& Experience:
  • The
    candidate should possess a Bachelor’s degree (preferred) in Development
    Studies, Social Sciences, Statistics or its equivalent.
  • Additional
    professional training in M&E and familiarity with results based
    management
  • Prior
    hands-on experience and knowledge in designing monitoring tools
  • A minimum
    of five years’ experience in planning, research, monitoring and evaluation
    and documentation of social development programs and projects in an NGO
    sector.
  • Excellent
    communication skills and proficiency in both written and spoken English
    with face-to-face presentations.
  • Possess
    the ability to manage large dataset and experience in interpreting
    quantitative and qualitative data
  • Good track
    record of publications ( At least 2 recently published articles )
  • Excellent
    interpersonal, communication and analytical skills
  • Good
    computer literacy skills particularly proficiency in Microsoft Office,
    statistical packages and Internet usage
  • Good
    understanding and use of mobile phones for data collection and the Global
    Positioning System (GPS) will be an added advantage
  • Knowledge
    of community and school score cards will be highly advantageous
