About Project:
Plan
Uganda received funding from SIDA to implement a three-year pilot (2013-2016)
named “A Working Future Project.” The Project goal is to support employment and
improve the economic empowerment of young people in Tororo and Kamuli. The
project seeks to increase access and utilization of financial services by young
people; support young people acquire entrepreneurship, life and technical
skills; Promote the public and private sector to support the employability of
young men and women; and mobilize and strengthen youth led organizations /
groups to actively engage the public and private sector in influencing
decisions and policies on youth employability. The project will be implemented
in collaboration with identified stakeholders and also seeks private sector
actors to co-fund the project.
Key Duties &
Responsibilities:
  • Coordinate
    implementation of monitoring, evaluation & research initiatives in the
    Project implemented in Eastern Uganda
  • Lead the
    development of project indicators, monitoring frameworks, tools and
    guidelines
  • Lead the
    development and design of all researches within the project working
    collaboratively with the project coordinator, MER manager and Technical
    Specialists team
  • Support
    design and delivery of major evaluation and monitoring initiatives
    including project baselines.
  • Advise
    management and programme staff on monitoring, evaluation and research.
  • Facilitate
    training and development activities and provide coaching and mentoring for
    Plan and partner staff on monitoring, evaluation and research.
  • Facilitate
    organizational learning by developing, collecting and disseminating
    relevant internal and external project information on monitoring,
    evaluation and research.
  • Prepare
    M&E quarterly progress reports on the project’s monitoring, evaluation
    & research initiatives for both internal and external use. 
  • Establish
    and manage a filing system for all project data.
  • Support
    management in all monitoring and documentation related project activities
  • Support
    the utilization of the corporate M & E system within the project.
  • Perform
    any other tasks in accordance to the project expectations.
Qualifications, Skills
& Experience:
  • The
    candidate should possess a Bachelor’s degree (preferred) in Development
    Studies, Social Sciences or its equivalent.
  • Additional
    professional training in Monitoring and Evaluation and research.
  • A minimum
    of three years’ experience in design and implementation of monitoring,
    evaluation and research initiatives.
  • Prior
    experience in monitoring and evaluation of rights-based programmes.
  • Ability to
    coordinate and design research projects
  • Good
    understanding of the monitoring , evaluation and research environment
    particularly latest approaches and effective practices including case
    studies and participatory approaches
  • Strong
    strategic and analytical thinking
  • Experience
    in the use of data management systems
  • Good
    planning and coordination skills
  • Excellent
    communication skills and proficiency in both written and spoken English
    with face-to-face presentations.
  • Possess
    the ability to manage large dataset and experience in interpreting
    quantitative and qualitative data
  • Excellent
    interpersonal, communication and analytical skills
  • Good
    computer literacy skills particularly proficiency in Microsoft Office i.e.
    Excel and Access, statistical packages like SPSS.
