Finance Careers – Grants Officer at Infectious Diseases Institute (IDI)
independently governed institute within the College of Health Sciences at
Makerere University and has the mission “To strengthen health systems in
Africa, with a strong emphasis on infectious diseases, through research and
capacity development.” IDI has operations across Uganda as well as in a number
of other African countries and has a staffing of over 1,000 managing multiple
projects in research, clinical services, public health and training. IDI has
five operational areas through which it works its mission: Prevention, Care and
Treatment, Training, Research and Laboratory Services (provided through a
partnership with Makerere University John Hopkins University Core Lab) and an
Outreach Programme.
Job Summary: The Grants Officer will
offer support to the IDI Grants management unit specifically to the SDS program
whilst giving support and technical assistance to 35 districts in the areas of
grants management, monitoring and evaluation (M&E) and management
information systems (MIS). The consultant will spend some time at IDI as well
as in districts but will be readily available to support through phone and/or
e-mail.
Key Duties and Responsibilities:
Reporting:
- Monitor progress of assigned project towards
achievement of project goals and objectives - Clearly communicate with and report to internal
and external project stakeholders including project manager and funder
- Establish and communicate financial management
guidelines for specific grants - Enforce relevant IDI and/or funder –specific
policies and procedures - Monitor project budgets
- Determine financial reporting needs and
coordinate the reporting process with the finance department - Prepare timely financial reports to meet
specific funders’ requirements - Periodically communicate relevant information
to key internal and external stakeholders
- Maintain, file and make available compliance
requirements for grants for stakeholders’ use - Ensure that all aspects of project planning and
execution comply with the applicable regulations and with the best
practices - Support review of funding and sub-award
agreements and other documentation to ensure that IDI and sub-grantees
comply with funder and program requirements.
Skills and Experience:
- The
applicant should degree in a relevant field including finance, accounting
/ audit, management or general business administration - Additionally,
he/ she should hold a masters’ degree or professional qualification is an
added advantage. - At
least three years’ experience with proven ability to interact effectively
with colleagues of various backgrounds. - Excellent
organizational skills including the ability to manage multiple projects
simultaneously - Exceptional
communication skills particularly in written and oral English - Advanced
analytical, evaluative and critical thinking skills - Budget
preparation and fiscal management skills - Proficiency
in computer systems i.e. Microsoft applications particularly MS Excel,
desktop publishing - Experience
in grants management (particularly related to health) and donor relations
preferred but not required - Good
understanding with Microsoft Navision software is preferred
Compensation Package: The
compensation package will be commensurate with training and experience of the
job holder.
