Job
Summary: The job holders
will be required to perform National Content and Capacity Building tasks
including: contributing to successful implementation of the Policy and Plan for
National Participation, contribute in the development of capacity building
programmes in the oil and sector, advising on human resource related functions
for the oil industry, contribute to the development of engineering firms to
enable them participate in the oil and gas sector, and participate in the
review of the sector’s annual work programmes and budgets.

Duties and Responsibilities:

- Support
the Department in ensuring successful implementation of the Policy and
Plan for National Participation. - Participate
in developing Human Resource policies, plans, legislation and regulations
governing the oil and gas sector. - Contribute
to the implementation of Human Resource plans and programmes for the oil
industry. - Review
Human Resource proposals and applications for work permits submitted by
the oil industry. - Administer
the development and succession planning for the operators in the oil
industry. - Support
and coordinate the development of capacity building programmes within the
public and private institutions in the country. - Participate
in the review of annual work programmes and budgets to ensure compliance
with National Content provisions. - Coordinate
the development of a database for contracts, goods and services for the
oil industry. - Participate
in developing and implementing training programs for local enterprise
including engineering firms, with emphasis on the requirements for the oil
and gas sector. - Review
and document reports on contracts for works, goods and services in the oil
and gas sector. - Assess
and improve the administrative clerical functions of the National Content
Office in order to increase efficiency. - Perform
any other duties assigned by Management.
Qualifications, Skills
& Experience:

- The
applicant should possess a Bachelor’s Degree (Minimum of Upper Second
Degree) in Human Resource Management and Development, Civil, Mechanical or
Electrical Engineering. - Additional
training in Economics and Finance will be an added advantage for
applicants with an Engineering background. - A
Postgraduate Degree or Diploma in a related field from a recognised
university will also be an added advantage. - Previous
working experience in a related field will be an added advantage. - Ability
to work long hours in Entebbe to meet the set deadlines. - Good
interpersonal and communication skills and able to work with a
multiplicity of stakeholders. - The
applicant should also be highly innovative and creative thinker. - Possess
excellent computer, writing, and presentation skills. - High
degree of integrity, self-driven and able to set own work schedule with
rigorous deadlines. - Ability
to initiate and complete assignments and to work under demanding
circumstances with minimal supervision.
