Commission of Uganda
Officer
Commission of Uganda serves the following functions;
- To appoint,
promote and exercise disciplinary control over persons holding public
office in Parliament; - To review the
terms and conditions of service, standing orders, training and
qualifications of persons holding office in Parliament; - To provide a
Parliamentary reporting service; - To provide such
other staff and facilities as are required to ensure efficient functioning
of the Parliament; - To cause to be
prepared in each financial year, estimates of revenue and expenditure for
the next financial year; and - To make
recommendations to Parliament, or with the approval of Parliament,
determine the allowances payable and privileges available to the Speaker
and Members of Parliament.
Officer, Energy & Minerals will provide research services to Members of
Parliament, committees and staff.
Responsibilities:
- Take lead of the assigned research teams
- Collect, collate, analyze, document and store
research information - Produce research reports and briefs to
Parliamentary Committees, Members of Parliament and senior staff - Initiate and participate in designing research
proposals/ c papers, work plans and budgets for carrying out research act - Provide technical support to committees when
carrying out Parliamentary investigations - Analyse Bills and Policies in the energy sector
- Monitor and evaluate Government Projects
programmes - Perform any other duties as may be assigned
from time
Experience:
- The applicant should hold an Honours Bachelor
of Science Degree in Energy, Mineral Studies or Geology from a recognized
University/Institution - A Postgraduate qualification in energy, mineral
studies or geo an added advantage. - At least 3 (three) years’ research experience
in the energy minerals field/sector
- Prior knowledge of oil and gas value/supply
chain analysis
Monitoring and evaluation skills - Policy and Bills analysis competencies
- Research methods and data analysis skills
- Good analytical and report writing skills
- Proficiency in using Computer Applications like
SPSS, Epinfo
