Integration Implementation Program (RIIP)
and Cooperatives is implementing a one year Regional Integration Implementation
Program (RIIP) funded by COMESA with support from the European Union. The
overall objective of the RIIP program is to ensure effective integration of
Uganda into the COMESA and promote the country’s competitiveness with a view to
increasing her regional trade and investments.
Manager will primarily be responsible for the overall financial management
(financial planning, budgeting, accounting, reporting and administrative management
of the Programme’s financial resources.
& Responsibilities:
- Assist
the Programme Coordinator to prepare Programme/annual work plan budgets
and regular monitoring of
their implementation - Ensure
compliance with rules and regulations in the procurement of goods and services,
as agreed between the
Government of Uganda and the donor and in liaison with the RIIP procurement
committee - Perform
the roles of the Imprest Accounting Officer and guide on financial
compliance as per the financing
agreement. - Assist
Programme Coordinator with the preparation of quarterly and annual
progress reports; including
quarterly and annual financial reports as required under the Project. - Ensure
proper handling, administration and physical security/protection of
project assets - Supervise,
coordinate and monitor the work of support functions on a day-to-day basis
i.e. effectively manage and
coordinate human resources and administrative issues - Perform any other relevant duties as may be
assigned by Supervisors.
- The
applicant should possess an honours degree in; Commerce, Accounting,
Business Management or Finance. A Post graduate qualification in any of
the above is an added advantage. - At
least five years’ experience in similar position from a reputable organization. - Be a
member of relevant professional association in Accounting such as ACCA,
CPAU - Knowledge
of working with donor funded projects is desirable but not essential. - Highly
computer literate with top level understanding of accounting programmes - Excellent
communication and interpersonal skills, result-oriented and able to work
under pressure with minimum supervision and meet deadlines.
