Legal/Legislative Counsel
Commission of Uganda serves the following functions;
- To appoint,
promote and exercise disciplinary control over persons holding public
office in Parliament; - To review the
terms and conditions of service, standing orders, training and
qualifications of persons holding office in Parliament; - To provide a
Parliamentary reporting service; - To provide such
other staff and facilities as are required to ensure efficient functioning
of the Parliament; - To cause to be
prepared in each financial year, estimates of revenue and expenditure for
the next financial year - To make
recommendations to Parliament, or with the approval of Parliament,
determine the allowances payable and privileges available to the Speaker
and Members of Parliament.
Counsel will offer legislative drafting and legal services
Responsibilities:
- Handle litigation matters of Parliament and any
other legal matters - Draft declarations, motions, resolutions,
petitions and for oral answers - Provide legal advice and opinions on
legislative matter procedures to Members of Parliament, Parliamentary Coma
and the Commission - Draft contracts, Memoranda of Understanding and
undertakings on behalf of Parliament - Prepare periodic legal reports
- Draft amendments to Bills at committee stage
and to pr draft proposed committee amendments - Draft Private Members’ Bills and amendments
- Research on Bills and statutory instruments to
be laid Parliament - Perform any other duties as may be assigned
from time.
Experience:
- The applicant should possess an Honours
Bachelor’s Degree in Law from a recognized University or Higher
Institution plus a Postgraduate Diploma in Legal Practice from the Law
Development Centre - Legislative drafting and scrutiny skills
- Good Interpersonal and communication skills
- Ability to work in a team
- Good analytical and problem solving skills
- Computer application skills
