About NWSC:
National
Water and Sewerage Corporation (NWSC) a leading organisation in the Water
sector in Uganda with a Vision “To be a leading Water Utility in the World.”
NWSC is a utility parastatal 100% owned by The Government of Uganda. It was
established in 1972 under decree No: 34. The mandate of the Corporation as
defined in the National Water & Sewerage Corporation Statute of 1995,
Section 5 (1), is to operate and provide water and sewerage services in areas
entrusted to it, on a sound, commercial and viable basis. The NWSC operations
were initially in three towns of Kampala, Jinja, and Entebbe.
Job Summary: The Procurement
Officer will provide timely, cost effective acquisition of Works and
Services in consultation and collaboration with the relevant stakeholders/users
in the Corporation in compliance with procurement rules and regulations.
Key Duties and Responsibilities:
  • Ensure preparation of the consolidated
    procurement plan.
  • Ensure preparation of the statutory procurement
    and disposal reports.
  • Timely value for money procurement and disposal
    of goods in accordance with NWSC, PPDA Act regulations, Guidelines &
    Disposal reports.
  • Ensure bidding/solicitations are in the
    required formats and are approved.
  • Prepare and present submissions to Contracts
    Committee.
  • Prepare contracts documents and Board papers.
  • Monitor contract implementation, compliance and
    performance of providers.
  • Receive, Open and evaluate bids in accordance
    with the PPDA regulation guidelines.
  • Review prepared specifications; Bills of
    Quantities and Terms of reference prepared by the user Department and
    provide timely guidance and feedback.
  • Professional guideline on procurement and
    disposal procedures and practices.
Qualifications, Skills and
Experience:
  • The applicants should hold a Bachelor’s Degree in Procurement, Logistics and supply Chain
    Management, Engineering, Law, Business Administration or equivalent qualification in
    the relevant field.
  • Postgraduate
    qualification in Procurement and Supplies Chain Management or CIPS
    qualification will be an added advantage.
  • At least a year’s experience in
    procurement related activities.
  • High level of Integrity and maturity.
  • Must be dependable and
    highly reliable.
  • Must be able to work
    for long hours with minimum supervision.
  • Result oriented, team
    player and flexible.
  • Good customer care.
Age:  below 35 years
