implement the Youth Livelihood Programme (YLP), under the Ministry of Gender
Labour and Social Development (MGLSD). The overall objective of the Programme
is to address the escalating problem of Youth Unemployment in Uganda.
Livelihood Programme Manager will offer leadership in the continuous
development, management, coordination and control of the Youth Livelihood
Programme (YLP) and Technical Support Team (TST).
- Develop and institute Programme
management systems, tools, procedures, and plans. - Provide technical information and advice
to stakeholders on YLP matters. - Coordinate the periodic review of YLP
operational and management policies. - Produce quarterly and annual work plans
and budgets for the YLP. - Ensure proper and timely accountability
for all resources under the YLP. - Manage the performance of members of
TST. vii. Promote and market YLP as a Government of Uganda Programme. - Coordinate feedback and responses
related to the implementation of the programme from the beneficiaries, stakeholders
and communities. - Submit performance and financial reports
to the National Technical Working Group. - Review performance reports and compile
issues for action. - Serve as Secretary of the National
Technical Working Committee (NTWC). - Perform any other duty that may be
assigned by the Permanent Secretary.
- All candidates applicants must be
Ugandans possessing the following:- an Honours Bachelor’s Degree in
Economics / Economic Policy and Planning / Social Sciences / Development
Studies / Business Administration from a recognized University. - OR A Master’s Degree in any of the
following fields: Economics / Economic Policy and Planning / Social
Sciences / Development Studies / Business Administration from a recognized
University. - At least five years’ experience in a
Social Development related field with the implementation and management of
Livelihoods Programmes/ Skills Development programme/ Community
development programme. - Good understanding of the Social
Development Sector; - Strategic Management;
- Good Interpersonal and communication skills;
- Ethics and Integrity.
- Computer Literacy is a must.
