About Trócaire:
 Trócaire is an Irish
development organisation that works through local partners to implement
programmes in the organisation’s priority areas of Building Sustainable
Livelihoods, Governance & Human Rights and Gender. Trócaire’s programmes in Uganda are managed by a small
country team based in the office in Kampala with regular travel to Northern
Uganda.


About Project:
The livelihood programme provides support to 11 local partner
organisations.  The programmes focus on the post conflict regions of north
and north eastern Uganda. It emerged as a response to post conflict challenges
and focuses on protection of land rights for the most vulnerable and food and
income security. The aim of the programme is to ensure that livelihoods are
rebuilt by supporting returning communities to re-establish an asset and income
base and to protect access to productive resources, especially land.  In
terms of key deliverables, the key challenge of addressing land grabbing and
land security for the poor is a priority. The other key deliverable is to move
from basic agricultural production to facilitating access to markets in order
to increase incomes and tackle the levels of poverty in returning communities. The
programme is currently funded by UKAID.
Job Summary: The programme
officer will have a primary responsibility for managing a strong and innovative
livelihoods programme. This will include facilitating advocacy, providing
technical support to partners, programme monitoring, securing co-financing and
training partners. S/he will also play a role in supporting Trócaire’s wider
efforts to mainstream gender and HIV in all aspects of its work, champion
resource rights work and sustainable agriculture. S/he will also contribute to
the wider organisational processes for fund raising, team building, country
strategic reflection processes, etc. S/he will facilitate organisational
activities-outreach of the Uganda programme and contribute to overall
management of office.
Key Duties and Responsibilities:
1. Programme Management and Development:
  • Implement Trócaire’s Sustainable Livelihood
    programme ensuring complementarity with Trócaire’s strategic plan, the
    Uganda Country Strategy Plan and organisational policies.
  • Prepare Programme Proposal Documents, Project
    summaries and annual programme reviews.
  • Provide appropriate technical and financial
    support, advice and direction to partners in all aspects of project cycle
    management.
  • Review new and existing proposal applications
    from partners with a view to recommending them for funding.
  • Identify projects suitable for co-financing
    and assist with the preparation of submissions to various donors.
  • Ensure accurate filing and tracking system are
    in place for monitoring partner finances, key documents and reports,
    including keeping the Document Library and Agresso up to date.
  • Develop the new programmes in line with the
    country strategy and other organisational policies.
2. Programme Quality:
  • Develop and implement a Results Based
    monitoring and evaluation strategy for the programme.
  • Conduct regular monitoring visits to partners
    and ensure that reports are written on each visit and shared with the
    Programme Manager and or Country Director.
  • Provide leadership in ensuring that Gender and
    HIV are mainstreamed into the programme
  • Identify and promote opportunities for scaling
    up sustainable agriculture
  • Contribute to organisational learning through
    systematic documentation, monitoring, evaluation and sharing of
    information with other staff working in the region and the relevant
    Programme teams.
  • Constructively support partners’ management of
    projects in the various stages of project cycle management, from project
    appraisal to reporting.
  • In collaboration with the Programme Accountant
    and Finance and Admin Manager monitor partners’ financial reports and
    ensure that regular partner audits take place.
3. Advocacy, Policy and Communications:
  • Support partners to engage in policy
    development and advocacy where appropriate and build alliances between
    partners and international advocacy networks. Especially in relation to
    resource rights
  • Maintain strong links with Trócaire’s
    Communications, Campaigns and Development Education departments to assist in
    briefing the media and the public on Trócaire’s work in Uganda.
  • Facilitate state and national level advocacy
    initiatives and networking with government and CSO stakeholders.
4. Other Tasks:
  • Perform other tasks which may, in the opinion
    of the Programme Manager and or County Director be appropriate for this
    level of responsibility.
  • Keeps a humanitarian watching brief and lead
    on humanitarian response when analysis warrants an intervention.
  • Participate in planning and review meetings
    along with relevant global thematic meetings.
  • Contribute in fund raising, piloting of new
    organisational initiatives and other organisational activities
  • Support Programme Manager and or Country
    Director in running day to day management of the country office.
Qualification, Skills and Experience:
  • The applicant should
    possess a Bachelor’s degree in a field related to livelihoods/ food
    security/ rural development
  • At least ten years
    experience working in the development sector.
  • At least 3 years experience
    of programme management
  • At least 2 years
    experience gained in a partnership context with an international organization
  • Experience of a
    livelihood security programme and knowledge of food security practices,
    land rights, DRR and identifying and addressing vulnerability.
  • Significant experience
    of working in partnership/ capacity building of local institutions.
  • Demonstrated experience
    of managing institutional donor grants, donor proposal development and
    securing institutional funds.
  • Proven ability to
    manage and build capacity of partner organisations.
  • Knowledge of gender
    and HIV/AIDS mainstreaming in livelihoods projects and programmes
  • Good understanding and
    experience of project/programme management cycle, and participatory
    appraisal techniques.
  • Good understanding of
    financial management systems and budget monitoring and reporting.
  • Demonstrated knowledge
    of analysis and writing.
  • Good written and oral
    communications in English.
  • Sympathetic to working
    with the local church and the Caritas confederation
  • Ability to work in
    inter-cultural and inter-religious environments
  • Ability to work to
    tight deadlines
  • Availability to work
    outside normal hours and travel extensively within the state as necessary
  • A proven commitment to
    gender equality
  • A sensitive and
    patient approach to advising and mentoring of partners
  • Dynamic and willing to
    take initiative
  • A team player but also
    willing and able to work with minimal supervision
  •  Deep commitment
    to social justice.
