Project:
The EU has been providing assistance to the Ministry of Finance Planning and
Economic Development (MoFPED) during the period April 2011 to October 2014 to
strengthen its
capacity to undertake the role of the National Authorising Officer (NAO) under
the Support to NAO Programme. In this context, the Ministry is in the process
of establishing a Unit under the Treasury Services Department, for the financial
management of the European Development Fund (EDF).
Responsibilities:
- Manage all HR aspects as
expected of a programme manager - Oversee compliance with
established management systems for the unit
Coordination with EU Delegation and contractual parties - Participate to regular
meetings with the EU Delegation and prepare meeting records; - Ensure good communication
is maintained with all contractual parties - Provide ad-hoc support
and training to contractual parties - Oversight of NAOSU
Programme
- Oversee the preparation
of NAOSU programme estimates - Submit reports to the EU
Delegation as required in the PE; - Oversight of the
financial control of EDF projects: - Oversee /manage the
preparation of tender dossiers and draft contracts; - Oversee the preparation
of annual procurement plans; - Oversee the verification
of payments requests and the preparation of Payment Orders - Oversee the overall
functionality of databases in use

Audit function:
- Oversee the preparation
and proper functioning of audits - Oversee the execution and
implementation of audit findings;
- The applicant should hold
an MBA or masters degree in management, or professional certification in
relevant matters (project management; accounting; finance) - Seven or more years
experience in project management preferably with Central or local
government, international regional organisation, donor agency, project,
private sector or NGO. - Well versed with GoU
working environment - Previous experience in
EDF funded project will be an added advantage - Good computer literacy
skills - Excellent communications
skills in English a must
