implementing a five year comprehensive programme – “Quality Infrastructure and
Standards Programme (QUISP).” The overall programme objective is to: promote
the use of quality infrastructure standards so as to improve the
competitiveness of Uganda’s products, processes and service delivery systems in
domestic, regional and international markets.
will be responsible for the coordination of the day-to-day activities of the programme
and ensure efficient and effective reporting of the overall programme implementation progress. He will
provide technical support in Monitoring and Evaluation of Project activities; including
provision of regular debriefing updates to the management as and when required.
Responsibilities:
- Reviewing
the current financial management and reporting system(s) and ensure
compliance with the donor reporting guidelines/requirements. - Assist
the Programme Coordinator to prepare Programme/annual workplan budgets and
regular monitoring of their implementation - Ensure
compliance with the procurement rules and regulations, as agreed between
QUISP donors and the Government of Uganda. - He/she
shall have the roles of the Imprest Accounting Officer as defined in the
Programme document and the subsequent workplans; - He/She
shall guide Programme Coordinator/Permanent Secretary on financial
compliance as per the financing agreement. - Liaising
with the Ministry procurement section on matters of procurement for the
project goods, services and supplies. - Assist
Programme Coordinator with the preparation of quarterly and annual
progress reports; including quarterly and annual financial reports for
submission by the Programme Coordinator to the donors, MTIC management and
subsequent considerations by joint annual review for the programme. - Ensure
proper handling, administration and physical security/protection of
project assets - Supervise,
Coordination and monitor the work of support functions i.e. effectively
managing and coordinating human resources under the QUISP finance division
on a day-to-day basis - Any
other relevant duties as may be assigned by Supervisors
Skills and Experience:
- The
candidate should possess a degree in Physical sciences, Economics,
Statistics or Law. Additional qualifications in project management, M&
E and report writing will be added advantage - Have
skills in Economic analysis, with an understanding of how to consult with
a wide group of stakeholders. - Good
understanding of the role of standards and quality issues in facilitating
trade and issues competitiveness. - Dynamic,
ambitious, motivated to conceptualize standards and quality issues in
economic development. - Possess a post graduate qualifications in project planning and management area
is desirable - Working
Experience in standards development, Metrology, Conformity Assessment and - Accreditation
(SMCA) areas will be an added advantage
