Election Officer, Administration
Constitution of The Republic of Uganda. It consists of the Chairman, Deputy
Chairperson and five other members appointed by the President with the approval
of Parliament, and a Secretariat headed by the Secretary. The functions of the
EC are outlined under Article 61 of the 1995 Constitution of the Republic of
Uganda as follows;
- To ensure that
regular, free and fair elections are held; - To organize, conduct
and supervise elections and referenda in accordance with the Constitution; - To demarcate
constituencies in accordance with the provisions of the Constitution; - To ascertain, publish
and declare in writing under its seal the results of the elections and
referenda; - To compile, maintain,
revise and update the voters’ register; - To hear and determine
election complaints arising before and during polling; - To formulate and
implement voter educational programmes relating to elections; and - To perform such other
functions as may be prescribed by Parliament by law;
Administration will primarily assist the Head, Administration in ensuring that
resources and logistics are properly identified, distributed, utilized and
accounted for.
- Monitoring the
implementation of security arrangements at the Commission offices. - Ensuring timely and
efficient provision and maintenance of transport facilities / fleet management. - Planning for the
provision of Office supplies, travel and transport logistics. - Ensuring development
and maintenance of up to-date inventory of Electoral Commission property. - Monitoring the
implementation of communication services in the Commission. - Responsible for the
implementation of the maintenance plans for office buildings and space
utilization. - Acting as Secretary to
Management Committee Meetings. - Any other duties as
officially assigned from time to time.
- Candidates should be
Ugandans holding an Honors Bachelors Degree in Arts or Social Sciences,
Development Studies, Human Resource Management, Management, Commerce
(Management Option), Business Administration (Management Option) or a
related field from a recognized University /Institution plus a minimum of
a Post Graduate Diploma in the above fields. - Possession of a
Masters Degree in Public Administration, Business Administration, Human
Resource Management, Management, ICSA, and a Certificate in Administrative
Law are added advantages. - Applicants should have
a minimum of six (6) years relevant working experience in the field of
Administration, 3 of which should have been gained at a Senor level in
Government or equivalent level of experience from a reputable
organization. - Special personal
characteristics/attributes: - High Moral character
and proven integrity - Self-motivated and
strategic thinker - Knowledge of
Government Policies and Administrative Procedures. - Well developed
interpersonal and communication skills and capable of working as a member
of the organization’s senior management team. - Ability to lead,
cultivate team spirit and motivate qualified and specialized staff. - Well developed
analytical and report writing skills. - Ability to work under
tight deadlines and pressure. - Excellent written and
spoken English with strong report writing and presentation skills.
