4G Networks Rwanda are
focusing on bringing broadband internet to Africa using TD-LTE technology. In
order to manage these operations we will establish a small, highly qualified
team of engineers and technicians in each market to oversee all the technical
development and operations of the radio network, the core network and the IT
systems to run the business. The technical team will work closely with the
commercial and finance teams in the market. The technical team will be lead by
the Chief Technical Officer (CTO).
Job
Summary:
The CTO will report
to the local Managing Director with a dotted line to the Global Chief
Technology Officer. The CTO will have responsibility to plan, implement and
deploy the national broadband network in concert with the needs of the
marketing plan and in co-ordination with the corporate team. In conjunction
with the local Managing Director, the CTO will ensure the networks are built
cost effectively and with the quality that matches our strategic plans. The CTO
will contribute to the development of business plans and will ensure the
systems and organization is in place in the national market to grow the business
effectively and efficiently.  It is
anticipated that the CTO will have the minimal number of direct reports to get
the job done, while ensuring quality service is delivered to the customers, and
to the company wide IT users. The CTO will ensure vendor relations are
maintained with a short and long term view of the interests of the company, and
that technology issue resolutions are quickly addressed.
Key
Duties and Responsibilities:
  • Protecting
    license and partnerships by responsible development and operation of the
    network
  • Help
    the local organization recruit and hire local engineering and technical
    staff
  • Train
    and support technical staff with network planning and implementation
    issues
  • Oversee
    the design and operation of the network and IT systems to ensure optimal
    quality of service including capacity planning for the various nodes
    within the networks.
  • Ensure
    network growth is tied to capacity needs, and coverage is tied to
    requirements as defined by marketing inputs
  • Maintain
    cost control
  • Manage
    personnel in the technical team
  • Work
    closely with the local Managing Director and CFO and take responsibility
    for the technical Capex & Opex Budgets for rollout and operations
  • Maintain
    a strategy for Vendor Management taking responsibility for ongoing
    relationships with equipment suppliers, ensuring both company and Vendor
    contract agreement commitments are met
  • Make
    sure the local organization is effectively securing necessary sites and
    implementing the needed civil works in a cost effective manner and in a
    timely way
  • Oversee
    all interfaces to other networks, through local staff organization
  • Ensure
    the Information Technology systems, such as NOC, OSS, Billing and Customer
    Care systems are planned, implemented and operationally effective.
  • Provide
    leadership, support and guidance to all local engineering and technical
    organizations to ensure that the team can deliver on their stated
    objectives through ongoing assessment, coaching and development
Qualifications,
Skills and Experience:
  • Ability
    to work with minimal supervision
  • Capability
    to communicate well verbally and in written form
  • At
    least four (4) years as a technology lead in a wireless operation
  • Experience
    in managing people in environment
  • Ability
    to travel internationally
  • Program
    management experience with multiple projects over $ 1 million in value
  • Knowledge
    of wireless, IP, VoIP technologies and IT systems
  • Recruiting
    experience

  • Ability
    to explain technical issues to non-technically oriented co-workers and
    others
  • Ability
    to work in both hands on and on a high level strategy level
