Information Management Systems Officer) works under the leadership of the
Laboratory Branch Chief as a senior laboratory program advisor to
projects/programs under the President’s Emergency Plan for AIDS Relief
(PEPFAR). The incumbent provides comprehensive technical, administrative and
managerial advice and assistance in support of building laboratory capacity
which includes surveillance, research and investigation activities of host
government ministries, International Organizations, Non-Governmental
Organizations (NGO) and host Ministry of Health partners involved in the
treatment of HIV/AIDS in the country. The job holder serves as a
senior advisor to the host country Ministry of Health, partners and NGOs in the
implementation of laboratory programs and activities.

- Collaborates with host country on the
planning and implementation of Laboratory Information Management
Systems (LIMS), appropriate for each facility level in the health-care
system, - Identifies training needs key to
implementation of Laboratory Information Management System and
participates in the development/implementation of training courses for
MoH, District Health Offices and partner organizations. - Monitors and evaluates progress of
projects, identifying policy, organizational and personnel, logistical,
and financial problems and makes or recommends revisions as necessary to
overcome obstacles and constraints to progress, - Assists MoH and partners to make
infrastructural modifications to support the LIS implementation such as
physical facility infrastructural modifications, computers and internet
connectivity at appropriate levels as decided by the MoH to improve the
use of laboratory data for reporting and planning purposes, - Assists in the development of laboratory
profiles (test menus, staffing qualifications, training needs etc.) - Working with District Health Office (DHO)
staff, supports the mapping of health facilities, laboratory services and
specimen referral transportation routes in the country, - Works with DHO staff and Implementing Partners
(IPs) to strengthen Health Management Information Systems (HMIS)
utilization at all facilities offering laboratory services in Uganda, - Assist in the use of HMIS laboratory and
surveillance data to estimate the prevalence and incidence of HIV
and other diseases of public health importance at the district level, as
well as to inform the quantification, forecasting and projections for
laboratory reagents, supplies and commodities, - Maintains contacts with hospital/clinic
staff to provide updated information on new laboratory protocols and
procedures, - Provides the interface between the
laboratory and Strategic Information (SI) technical working groups (TWGs).

- The candidate should hold a bachelor’s
degree in Medical Laboratory Technology is required. - Additional six months hand’s on
post-graduation training in a clinical setting is required. - Registration with the Ministry of Health
Allied Health Professional Council is required.
Five or more years working in a laboratory setting, either HIV/AIDS health
care, a national reference laboratory, or research-oriented facility is
required. - Three additional years of
supervisory/managerial experience of laboratory information management is
required. - Level IV (fluency – speaking/reading/writing
in English) is required - : Comprehensive knowledge and experience
in advanced laboratory medicine is required including a comprehensive
knowledge of procedures for laboratory diagnostics, laboratory informatics
and associated technologies including Geographic Information Systems (GIS). - Thorough knowledge of the current HIV/AIDS
national and global situation is required. - Good working knowledge of the principles
of laboratory management, including strategic planning, personnel
management and forecasting and management of information, procurement,
supplies and equipment is required. - Comprehensive knowledge of the host
government laboratory facilities, health-care system and structures
including familiarity with MOH policies, program priorities and
regulations is required. - Good working knowledge of USG public health
programs, strategies, methods, processes and techniques used to plan,
develop, implement and evaluate results is required. - Good working knowledge of team management
techniques to plan, organize and direct multi-disciplinary project teams
and activities and overall administrative requirements including budgeting
and fiscal management in support of contracts/cooperative
agreements/grants/purchase requisitions is required. - Strong oral and written communication
skills are required. - The ability to understand, analyse and
discuss program design, management and implementation approaches is
required. This includes the development of project evaluation designs, use
of reliable and valid instruments and methods for data collection,
analysis and reports. - The ability to lead project teams and
workgroups and to develop effective working relationships with national
and international working partners is required.
