The mission of the Infectious Diseases Institute (IDI) is to build capacity of
health systems in Africa for the delivery of sustainable, high quality care and
prevention of HIV/AIDS and related infectious diseases through training,
research, and advanced clinical services.
through which it works to achieve its mission: Prevention, Care and Treatment;
Training, Research and Laboratory services (provided through a partnership with
the Makerere University-John Hopkins University Core Lab) and Outreach.
strengthen its support to the rapidly expanding Outreach laboratory portfolio,
IDI is recruiting a Laboratory Services Manager (Outreach) as follows:
Laboratory services manager will be a key member of the IDI outreach technical
team and will provide technical expertise, analytical and program planning and
implementation support to the outreach programme . She/ he will also give
technical support the development of sustainable, appropriate, good quality lab
services in all supported districts as part of the projects building capacity
for scaling up HIV/AIDS services in several districts through health systems
strengthening interventions.
Key Duties and Responsibilities:
- Help
in the assessment of all labs in supported districts; including
infrastructure, equipment, safety, data management, SOPs, roles and
training needs of staff. - Develop
detailed plan to rectify shortcomings of labs, lab staff, and lab systems,
in conjunction with local partners, and project and district managers, and
in keeping with national strategy and initiatives (such as MOH Quality
Assurance Initiative). - Supervise
the implementation of the agreed plans; including: close supervision of
procurement, establishment of QA/QC processes, and skills monitoring. - Contribute
to lab training activities; and on-going support in the districts. In
collaboration with the MoH and CPHL, monitor and mentor laboratories
supported by IDI outreach to ensure continuous improvement of performance
of these laboratories compared to defined quality standards including the
SLPTA/SLMTA standards. - Strengthen
implementation of internal and external lab quality procedures in
accordance with national and international practices. - Develop
a robust sample transportation and referral system in cohesion with the
MoH hub system to strengthen access to essential tests Strengthen systems
for quantification, ordering, and reporting for laboratory supplies. - Provide
technical leadership in the procurement and maintenance of
laboratory equipment and applying best practices to these processes. - Develop
lab services budgets and ensure activities are executed according to work
plans and approved budget. - Compile
regular progress reports as per set guidelines - Build
key collaborative relationships between IDI Lab Services at IDI and key
partners such as: MoH, Mulago Hospital, MU Department of Microbiology,
UVRI, CPHL, CDC and MUJHU among others.
- The
candidate should possess a Bachelor’s degree in medical lab technology. - A
relevant Master’s degree (especially related to management) will be an
added advantage. - The
candidate should possess a minimum of five years’ experience in lab
planning, management, and QA/QC. - Prior
experience supporting national lab systems for MOH, Central Labs or
partner/donor-supported labs in resource constrained environments. - The candidate should be duly registered and should possess a valid practicing license from the Allied Health Professional Council of Uganda.
- Working
experience in design, development and implementation of lab systems at
different levels in the health services. - Experience
developing and managing demanding work plans and constrained budgets - Experience
in analysis and reporting of data for programme decision-making. - Excellent
report / proposal writing and presentation skills. - Excellent
communication skills
