About URF:
The Uganda Road Fund (URF) is a body corporate established by Uganda
Road Fund Act 2008 to finance the routine and periodic maintenance of public
roads.
Job Summary: The Head, Procurement & Disposal Unit will
manage at procurement and disposal activities of the Fund right from planning
through initiation, contract award & entire, execution in accordance with
the strategic and operational requirements of URF.
Key Duties & Responsibilities:
  • Undertake and manage all procurements
    under donor funded projects as may be required; Offer quality assurance
    and support implementation of procurement plans of designated agencies;
  • Undertake and manage all functions of the
    PDU stipulated in the PPDA Act, 2003:
  • Prepare and present reports, papers and
    benefits to the Fund Management Board on issues related to procurement and
    disposal of assets as may be required;
  • Active participation in the functions of
    the Fund Management Committee including tendering professional advice and
    provision of regular reports and briefs;
  • Direct and manage the functions and
    performance of all staff placed under Ore PDU
  • Prepare reports as may be required from
    time to time.
  • Liaise with PPDA on matters of procurement
    and disposal;
  • Any other duties as assigned from time to
    time.
Qualifications, Skills and Experience:
  • The candidate should possess an Honours’ degree
    in Procurement and Supply Chain Management or Business Administration,
    Economics. Finance or any business related field but with a Postgraduate
    Diploma in Procurement. A masters degree in management or business related
    field;
  • Professional qualification in procurement
    (e .g CIPS).
  • Eight or more years’ experience, 4 of
    which should be at management level in a reputable organisation especially
    public sector entities at start up;
  • Deep knowledge and experience with the
    PPDA law and regulations with evident achievements from PPDA Audits:
  • Demonstrable experience in planning and
    implementing procurements in a large organisation in Uganda or the region.
  • Good working knowledge of the Transport
    Sector and/or local governments functions and laws is added advantage:
  • Familiarity with modern infrastructure
    procurement and contracting options including BOT schemes, performance
    contracting, tolling, parallel bid evaluations framework, term contracting
    and others.
  • High integrity and strong interpersonal
    skills, pod communication skills and self-driven
