Partners and is involved in aspects of malaria control, from policy and
strategy development to implementation, monitoring, evaluation and research.
Malaria Consortium also works on tuberculosis control and other communicable
diseases, including neglected tropical diseases. Malaria Consortium provides
comprehensive technical services and ensures its projects have high level
technical oversight. Its approach is to support national systems wherever
possible and to improve programmes through rigorous monitoring, evaluation and
operational research. Malaria Consortium’s head office is in London, UK and the
Africa Regional Office is in Kampala, Uganda.
Consortium is a leading partner in all aspects of malaria control as well as in
integrated community case management of childhood illnesses (ICCM). Currently,
Malaria Consortium has a portfolio of ten projects in Uganda which encompass
implementation and research on comprehensive malaria prevention, diagnosis and
treatment programs, as well as ICCM.
partners including Medicines for Malaria Venture (MM V) will be implementing a
UNITID funded project that is aimed at improving management of severe malaria
with a goal of reducing the mortality related to this disease in six African
countries namely Uganda, Kenya, Nigeria, Cameroon, Malawi and Ethiopia focusing
on (1) Increasing the availability, access and use of affordable and quality
injectable Artesunate for treatment of severe malaria and (2) enabling access
to quality assured Intra-rectal Artesunate for pm-referral treatment of severe
malaria. In Uganda, Malaria Consortium is collaborating with CHAI to implement
the three year projects between 2013 and 2016.
seeking a qualified Ugandan national to occupy the position of Project Manager
Summary: The Project
Manager is responsible for the overall coordination, implementation, execution,
control and completion of Severe Malaria project activities in Uganda, ensuring
consistency with the overall multi-country programme’s performance framework,
and in line with Malaria Consortium’s core values.
Duties and Responsibilities:
- Work
with other members of the country team and the Regional programme
Coordinator (RPC) to lead activities in the country for smooth project start
up and project planning. - Develop
and implement annual work plans. - Harmonize
overall project implementation and see that activities are carried out on
time and within budget. - Oversee
the definition of project scope and deliverables. - Look
for opportunities to align the severe malaria projects with other on-going
projects in the country, and seek opportunities to leverage resources or cost
share with other projects. - Prepare
and implement a country project monitoring and evaluation framework. - Prepare
and implement Operational and implementation research studies. - Implement
a risk management plan. - Be
responsible for country project budget management. - Be
responsible for preparing country project progress and narrative reports
on time and according to donor agreement. - Prepare
financial reports according to donor agreement. - Work
with the regional BCC specialist and the Regional Programme Coordinator to
see that a programme advocacy and communications plan is developed and
implemented. - Provide
timely and comprehensive updates and reports as required. - Be
responsible for quarterly lessons identification and learning, documentation
and dissemination. - Take
lead in the development of any additional country project documentation
that may be requested by the Country Technical Coordinator, Country
Director or Regional Programme Coordinator. - Be
responsible for building functional partner relationships in country among
the project’s stakeholders. - Be
responsible for supervising country staff as assigned. - Work
with the relevant country personnel and the Regional Programme Coordinator
to prepare and implement an exit strategy to see the smooth end of the
project.
- Work
with the country project teams and the Country Technical Coordinator to
determine technical support needs that are needed to implement the project
effectively and with high quality. - Liaise
with the Regional Programme Coordinator to ensure that appropriate and
quality technical support is provided in response to the project’s needs. - Contribute
to the development and production of dissemination documents to allow
wider sharing of Malaria Consortium’s experiences, lessons and successes. - Actively
participate as a member of Malaria Consortium Uganda’s Technical Team
through regular attendance and active participation at Technical Team Meetings;
implementation support to other Malaria Consortium Uganda projects, and
input into needs assessments and the development of project proposals, as
requested. - Technical
performance management and quality assurance - Work
with the Technical Programme Coordinator and Regional Programme
Coordinator to put in place a system to assure the quality of the work. - Coordinate
monitoring the performance of the programme. - Stay
abreast with evidence and best practices that are related to the project.
- Work
with the Country Director or Country Technical Coordinator to participate
in national level meetings and workshops to represent Malaria Consortium
at programmatic and coordination events. - Work
with the Country Director or Country Technical Coordinator to keep key
national stakeholders abreast with the project.
Skills and Experience:
- The
candidate should possess a post graduate degree in public health or other
health related medical discipline - A
minimum of at least three to five years experience of working at national
level in Uganda or similar developing country setting, of which at least 2
to 3 years is direct work experience in a project management capacity. - A
good experience in qualitative studies especially operational and
implementation studies. - Knowledge
of project management techniques and tools - Budget
management experience including donor reporting - Excellent
writing and communication skills - Acquaintance
with the Ugandan health system - Ability
to work effectively with a wide variety of partners including MoH. - A
qualification in project management or equivalent - Demonstrated
experience in risk management - Proficient
in project management software, such as MS Project - Experience
working In the private health care sector or other profit oriented
business Familiar with current malaria case management practices-severe
malaria in particular. - Demonstrable
experience and capacity in effective monitoring and evaluation, including
data analysis and interpretation relating to both quantitative and
qualitative methodologies, documentation and dissemination - Experience
in designing and implementing behaviour change communications strategies
or similar marketing experience - Knowledge
of adult education principles and methodologies.
