Marie Stopes Uganda (MSU) is a marketing-focused, results-oriented
social business that uses modern management and marketing techniques to provide
family planning and reproductive healthcare across every district of Uganda. We
aim to contribute 15 points to Uganda’s contraceptive prevalence rate by 2015,
saving and improving many thousands of Ugandan lives. For over 15 years, Marie
Stopes Uganda (MSU) has prided itself on providing a wide range of high
quality, affordable and client-centred services to men, women and young people.
Our 340 team members work in every district of Uganda and provide approximately
35% of all modern contraception, the majority of which is delivered in hard to
reach and remote areas. In 2012, MSU generated over 1.1 million Couple Years of
Protection and provided quality services to over 350,000 Ugandans.




Job Summary: The Executive Assistant will primarily provide
the Country Director and the Director: Private Sector Partnerships (executive
management) with high quality administrative support to facilitate their
successful delivery of projects and operational activities in an orderly and
well planned manner.
Key Duties and Responsibilities:
  • Deliver projects in
    accordance with agreed performance indicators Work with RM&E to ensure
    project indicators are well drafted at project inception
  • Put clear, high
    quality plans in place for selected projects to enable successful
    performance vs targets, including log frames, GANNT charts, work plans,
    marking plans etc.
  • Ensure indicators are
    renegotiated internally and externally, where changes are necessary Work
    with managers and directors to ensure operational activities are always
    focused on project indicators
  • Hold regular review
    meetings in conjunction with the operations , private sector partnership
    teams and other relevant staff to review indicators against actual numbers
  • Ensure the M&E
    framework is correctly aligned with contractual requirements
  • Hold quarterly project
    meetings to ensure broad cross functional understanding of projects, and
    progress against targets and budgets Identify early warning signs, and
    recommend
  • Ensure projects are
    implemented to budget Work with project accountants to ensure progress
    versus budget is always tracked Hold regular budget review meetings with
    operational staff so that all key staff understand their performance vs.
    budget Flag serious issues to manager
  • Onward granting:
    Coordinate the management of any sub-grantees of MSU, ensuring their
    performance meets agreed indicators, in liaison with the RM&E team
    Ensure the necessary contractual documentations are put in place and
    ensure grantee activities are planned and implemented in accordance with
    the agreed work plan, budget and other contractual documentation Strictly
    manage the submission of reports to MSU
  • Deliver reports to
    donors in accordance with contractual requirements
  • Deliver on-time,
    MSU-led quality donor reports which instill donor confidence.
  • Collate agreed inputs
    in good time, to enable the creation of high quality draft documents
  • Manage the report
    review process, including timorous liaison with MSI Respond to donor
    feedback on report format and content
  • Maintain a library of
    current contractual documentation
  • Maintain a paper file
    containing all contract documentation (until 7 years after expiry date),
    including all amendments
  • Maintain a soft file
    of all scanned primary documentation including the grant agreement and
    annexes for access by managers
  • Maintain a well indexed
    file with all pre-contractual documentation, including proposals, concept
    notes, BAFO questions and responses, and clarifications
  • Donor compliance:
    Remain fully conversant with contractual documentation and ensure all
    operational activities are donor compliant
  • Hold regular training
    sessions for staff on donor compliance issues, issuing relevant material
    where required In liaison with the project accountants and internal
    auditor, maintain a complete library of project documentation, including
    all waivers, minutes and evidence of donor compliance
  • External relations
    activities: In liaison with the External Relations manager and Country
    Director, represent MSU in meetings with selected external stakeholders
    and donors, building a strong network to present MSU evidence, project
    successes and learning.
  • Attend relevant
    Ministry of Health and DHT meetings to serve project management purposes
    as required
  • Ensure that quick,
    responsive and high quality support and information is provided to key
    external actors.



Qualifications, Skills and Experience:
  • The applicant should
    hold a Degree in public health or related discipline 
  • Experience of
    managing sub-grants to other organisations
  • Five or more years
    experience managing donor projects in the not for profit sector 
  • Experience
    managing reproductive health projects Knowledge of Family Planning in
    Uganda
