MUWRP:
Walter Reed Project (MUWRP) is a non-profit HIV research program that was
established in 2002 as a result of a memorandum of understanding between
Makerere University and The Henry M. Jackson foundation for Advancement of
Military Medicine Inc. of USA (HJF). The primary purpose of MUWRP is to
develop, evaluate and provide interventions to mitigate disease threats of
public health importance to Uganda. Activities include; vaccine development and
building of vaccine testing capability in Uganda, conducting of epidemiological
and basic research and provision of HIV Treatment, care and support and
surveillance of influenza and other emerging infections. Of Recent, MUWRP has
entered in a collaboration with The Austere environment Consortium for Enhanced
Sepsis Outcomes (ACESO) which is a newly formed consortium with Directorship
based at the US Naval Medical Research Centre in Frederick, Maryland to advance
understanding of clinical management and pathogenesis of sepsis as it relates
to a spectrum of clinical manifestations and varying etiologies in
resource-constrained settings.
Summary: The ACESO
Program Manager will be supervised by the ACESO Uganda Country Director, ACESO
Deputy Director and MUWRP’s Head of Research and Scientific Affairs. His/her
primary responsibility will be to manage the implementation of the clinical
trial component of ACESO activities in Uganda with responsibilities including
monitoring and evaluation of the clinical trial, managing relevant aspects of
the program budget, management of study site staff and maintaining strong
partner relationships. The incumbent will work under MUWRP guidelines and
policies.
Duties and Responsibilities:
1. Participate in study planning
including but not limited to the following:
- Provide
insight on final determination of Ugandan study sites - Participate
in protocol writing and protocol planning - Participate
in the writing, training and annual review of Standard Operating Procedures
(SOPs) and Manual of operations (MOP) - Participate
in development and training of QA/QC procedures related to program’s
Quality Management Plan - Prepare
the study sites for protocol implementation.

the main liaison between MUWRP-ACESO and District Health personnel to
conduct regular site visits to: - Ensure’
compliance of team to established study SOPs and that the study team/staff
have all the necessary logistics needed to successfully conduct the study. - Manage
program staff, performing staff evaluations, in coordination with the
MUWRP’s HR Section.
Assurance and Control of Research studies:
- Actively
monitor and nurture relationships with subcontracting partners and other
relevant partners and stakeholders for this program including MOH and
district health staff. - Ensure
that all program activities achieve planned outcomes or that revisions to
these planned outcomes are made as needed. - Actively
contribute to improve the program by developing and making
recommendations, cutting costs, working more efficiently, etc. - Organize
initial and refresher training of protocol, MOP and SOPs at study sites. - Ensure
staff are trained in research ethics and Good Clinical Practice (GCP) - Coordinates
with regulatory affairs to ensure correct version of protocols, consents
and CRFs are used. - Lead
regular meetings (bimonthly) with the study site coordinators to include
reviewing site adherence to procedures regarding completion of informed
consent, case report and adverse event forms, - Maintain
good relationship with the Uganda government (especially the Ministry of
Health) and ensure the program is in compliance with all relevant laws,
statutes, and regulations.
Lead
the development and implementation of training for clinical study staff.
Draw
and implement objectives, action plans, budgets, refinements and initiatives as
planned or assigned.
Attend
HOD bi-monthly meetings to give updates and discuss any program implementation
issues and challenges.
Reporting:
Submit
monthly, quarterly and annual narrative reports on project progress to ACESO
Uganda Country Director, ACESO Deputy Director and MUWRP’s Head of Research and
Scientific Affairs.
Liaise
with MUWRP administration to produce timely financial management reports for
the project
Perform
any other duties as assigned and as necessary to accomplish the project’s
mission
Skills and Experience:
- The
applicant should hold an MBChB, or a degree in other health related
profession (e.g. BVM, BLT, BSc). MPH is added advantage. - Proven
research management competency including data management, scientific report
writing. GCP/ICH training. - Comprehensive
Knowledge of Regulatory requirements - Three
to five years experience in Project Planning and Management. - Candidates
with experience in clinical trials and writing project reports will be
desirable. - Good
interpersonal, organizational and communication skills are essential - Experience
in a similar position is an added advantage
