institution and HIV AIDS Centre of Excellence specializing in medical research,
health care and training
The Manager Human Resources & Development is responsible for developing a
strong and vibrant human resource (HR) function that ensures JCRC is capable of
attracting, developing and retaining high quality employees who will contribute
to the achievement of JCRC’s mission and objectives.
- Developing and
updating human resources policies and procedures in line with acceptable
labour laws, practices and JCRC mission and vision. - Managing the
recruitment processes in line with JCRC strategic and operational plans. - Leading the
development and implementation of performance management systems in
accordance with JCRC performance objectives and targets. - Developing and
implementing the staff training and development plans in collaboration
with the training department. - Managing the
succession planning process within JCRC. Managing employee relations,
welfare and benefits in accordance with the human resource policy manual. - Managing the
operationalisation and maintenance of JCRC-wide Human Resources
Information Systems. - Providing advice
and counsel on HR management principles to other Heads of Departments,
RCEs and supervisors to enable them effectively manage their staff - Liaising with
heads of departments in coordinating staff leave processes at JCRC
Maintaining personnel and other records for Human Resource Department
Participating in the management of the payroll and SACCO loans management
within JCRC. - Preparation and
review of employment contracts
Skills and Experience:
- The applicant
should hold a post Graduate degree in Human Resource Management or Masters
in Business Administration with a bias in Human Resource Management. - The applicant
should possess a Bachelors degree in social sciences or other management
courses. - Membership in
professional human resource associations is an added advantage. - A minimum of five
years of progressively responsible experience in human resource management
positions in a large and dynamic organization. - Experience with
Donor Funded Health Institution is preferred - Knowledge of
National employment / labour laws - Knowledge of
principles and practices governing compensation, performance management,
employee relations, safety, training and development - Ability to work
collaboratively with staff at all levels - Strong problem
solving skills - Ability to
communicate effectively orally and in writing. - Strong operational
and strategic decisions making skills
