About UNDP:
The UNDP Finance Unit manages Common Service Budgets and provides
Finance support services to the other UN Agencies in processing payments. High
quality services to both within and external clientele by UNDP Finance unit has
been one of the major goals since early 2012. This includes processing payment
disbursements in time, correcting the necessary revenues in time as well as
providing the necessary information to the users timely and accurately. There
has been an increase in demand for these services hence the need to hire a
Finance Associate to assist in improving on the quality of service in the unit.
Key Duties and Responsibilities:
1. Ensures implementation of operational strategies, adapts processes
and procedures focusing on achievement of the following results:
  • Ensure that conformity to the UN/UNDP
    rules and regulations of financial processes, financial records and
    reports and audit follow up;
  • Country Office Finance business processes
    mapping and elaboration of the content of internal Standard Operating
    Procedures in Finance in consultation with the direct supervisor and
    office management;
  • Conduct follow-up on contributions for
    common service budgets.
2. Ensures administration of budgets and functioning of the optimal
cost-recovery system focusing on achievement of the following results:
  • Proactively participate in the preparation
    and modifications of budgets of the common services budgets;
  • Timely preparation of cost-recovery bills
    in Atlas for the services provided by UNDP, implementation of the income
    tracking system and follow up on cost recovery.
3. Offers accounting and administrative support to the Finance Unit
focusing on achievement of the following results:
  • Ensure control of the supporting documents
    for payments and financial reports for the related projects; preparation of
    all types of vouchers; Pay Cycle and payments execution;
  • Maintenance of the internal expenditures
    control system which ensures that vouchers processed are matched and
    completed, transactions are correctly recorded and posted in Atlas;
    payrolls are duly prepared and processed; travel claims, MPOs and other
    entitlements are duly processed;
  • Perform timely corrective actions on
    unposted vouchers, including the vouchers with budget check errors, match
    exceptions, unapproved vouchers. Timely response to HQ and clients
     requests to resolve financial data issues;
  • Maintenance of the Accounts Receivables
    for the projects and follow-up with partners on contributions;
  • Collect documents and follow up in time on
    VAT reimbursements.
Qualifications, Skills and
Experience:
  • The candidate should possess secondary
    Education with specialized certification in Accounting and Finance;
  • The Finance Associate should hold a University
    Degree in Business or Public Administration would be desirable.
  • A minimum of six years of progressively
    responsible finance experience is required at the national or
    international level;
  • Experience in the usage of computers and
    office software packages (MS Word, Excel, etc) and advance knowledge of
    spreadsheet and database packages, experience in handling of web based
    management systems.
Language Requirements: Fluency in English.

    processes re-engineering, implementation of new system;

    differing points of view.
