CARE programming is shifting from project (short term) to programme (long term) approach. The Country Office completed the design of the Northern Uganda Women Empowerment Programme (NUWEP) both multi-years (10-15 years) programmes. The programme impact population are women and girls of reproductive age affected by conflict in Northern Uganda.
Job Summary: The Component Specialist – Livelihood Extension (CSLE) will be the technical specialist of the component and contribute to component planning i.e. periodic review/analysis of the component for relevance and adaptation to context, initiating innovations, contribute to the development and operationalisation of program tools, strategies, models and plans to enable the program realise change among its impact group. The CSLE will offer direct and general support to partners in the areas of institutional strengthening/ capacity building, planning, reporting, implementing, monitoring and evaluating program strategies and activities. The CSLE will contribute to resource mobilisation and ensure that financial resources are well utilised to meet the organisation and donor demands. Where applicable the Program Component Specialist will supervise staff and inspire them to perform to their best ability and develop them to do so.
Key Duties and Responsibilities:
- Steer the strengthening of the capacity of implementing partners, more specifically empowering of women and youth for improved and sustained economic livelihood in Northern Uganda.
- Guide the Planning, Implementation, Monitoring and Evaluation of AS4Y Programme in collaboration with partners to achieve program objectives
- Manage relationships and represent CARE with partners and other stakeholders in pursuit of the program objectives.
Qualifications, Skills and Experience:
- The Component Specialist CSLE should possess a Masters degree Qualification’ in Agriculture related training or its equivalent is a must
- Five or more years in program management experience in the technical area of economic empowerment programming or related field.
- Demonstrated leadership and strategic planning capacities.
- Strong skills and experience in M&E
- Advocacy and report writing skills
- Participatory planning techniques and Human Resource Management
- Computer literacy skills (email, word processing, spreadsheets).
- Ability to drive especially a 4X4 Vehicle on and off road is an added advantage.
- Skills in team work, facilitation and training plus experience in working in Northern Uganda is an added advantage
