Job
Summary:
The Child
Protection Specialist, NOD, accountable for the formulation, design, planning,
implementing, monitoring and evaluation  of strategies and programme
interventions  for creating an enabling environment for keeping children
safe in public and private spaces within the UNICEF  Government of Uganda
Programme of Cooperation 2010- 2014.
Key
Duties and Responsibilities:
  • Design,
    Implement, monitor and report on interventions aiming to strengthen policy
    and administrative frameworks as well as the results based monitoring and
    accountability mechanisms that keep children safe in public and private
    spaces that are in line with UNICEF Child Protection global and regional
    strategies.
  • Ensure
    that data and information on child protection indicators collected through
    routine reports from police, health facilities, schools, other
    institutions, U reports, Child Helpline, research etc. are analyzed and
    used for programmatic interventions.
  • Timely
    sectoral analysis, input, support and collaboration to the Situation
    Analysis and its periodic update made for effective programme planning,
    development and management.
  • Quality
    of rights-based Child Protection programme component effectively promoted.
  • Coherence,
    synergy and value added to programme management process through
    results-based management.
  • Sectoral
    work plan and activities formulated, implemented and monitored, ensuring
    alignment with the defined programme strategies and approaches.
  • Proper
    and timely UNICEF and Government accountability ensured regarding supply
    and non-supply assistance as well as disbursement of programme funds for the
    Programme component on VAC.
  • Provide
    support for the strengthening the Child Protection Systems in Uganda ,
    through the mapping of Child Protection  systems  as well as
    through the drafting of a Comprehensive Child Protection Strategy by the
    Government of Uganda.
  • Monitor
    and guide UNICEF`s support for prevention and response to Gender Based
    Violence, and Psychosocial Support within GBV work, ensuring effective
    partnerships with UNFPA and UNICEF`s accountability within GBV sub
    cluster.
  • Provide
    technical leadership and ensure effective coordination with strategic
    partners on Child Protection, including UN agencies with whom UN Joint
    Programmes are implemented, donors, parliamentarians in Uganda. Engage
    with UNICEF regional and HQs offices as appropriate and necessary.
  • Professional
    preparation of regular reports, and development of donor proposals for funding
    of programme interventions for keeping children safe in Uganda as
    necessary.
Qualifications,
Skills and Experience:
  • The
    applicant should hold an advanced University Degree in Social Sciences
    preferably in Anthropology, Social Development, Social Work or other
    related field.
  • Five
    years of related work experience in child protection, including
    international work experience for IP or field work experience for NO
    Background/familiarity with Emergency.
  • Fluency
    in English and a second UN language.
  • The
    job holder should possess a first level university degree with a relevant
    combination of academic qualifications and experience may be accepted in
    lieu of the advanced university degree.
  • The
    incumbent must have a good understanding of the political situation, the
    situation of children affected by violence and conflict and the nature and
    complexity of the post- conflict in Uganda. In particular, s/he must have
    a good understanding of child protection issues and the protection of
    children in situations of post conflict (including release and
    reintegration of CAAFGS, hazardous child labor and all aspects of child
    abuse violence against children). The incumbent must exercise excellent
    political judgment and diplomatic skills as s/he will be dealing with a
    number of highly sensitive issues.
