About
UECCC:
The Uganda Energy Credit
Capitalisation Company (UECCC) is in place to facilitate investments in
Uganda’s high potential renewable energy sector. UECCC’s mandate is to provide
a reliable framework for pooling resources from Government, Investors and
Development Partners and to channel the same to viable renewable energy
projects.
The Company’s main
objective is to provide financial, technical and other support for renewable
energy infrastructure development in Uganda, with particular focus to enabling
private sector participation. In this regard, UECCC provides Technical
Assistance and new financing options to facilitate private sector led energy
projects Deutsche Gesellschaft fϋr Internationale Zusammenarbeit (GIZ)
Promotion of Renewable Energy and Energy Efficiency Programme (PREEEP) is
collaborating with UECCC on behalf of the German Ministry for the Environment
to further enhance climate change mitigation activities in Uganda. The
intervention plans to increase the involvement of the private sector in the
development of Clean Development Mechanisms (CDM) projects and to establish
UECCC as a central contact point for CDM project developers in Uganda.

Job Summary: The CDM Technical
Advisor will be responsible for promoting use of Clean Development Mechanism (CDM)
in the Uganda Energy Credit Capitalization Company (UECCC).



Key
Performance Areas:
  • Increase
    involvement of the private sector in development of CDM projects.
  • Facilitate
    Uganda Energy Credit Capitalization Company (UECCC) become a key contact
    point for potential Certified Emission Reduction purchasers
  • Establish
    UECCC as a central contact point for CDM project developers in Uganda particularly
    for project ideas that are initially too small and involve new technology.
  • Increase
    the number of project ideas that have been appraised by local financing
    institutions and found to be financially viable.



Key
Duties and Responsibilities:

1.
Cooperation with Project developers:
  • Identify
    potential projects, measures or activities which are appropriate for
    climate change mitigation.
  • Be
    pro-active in finding projects to support the National Climate Change
    Policy and any activities in the area of New Market Mechanism (NMM).
  • Write
    short project idea notes in collaboration with project implementers and
    evaluate projects that are eligible for CDM or NMM including financial and
    emission reduction calculations.
  • Link
    candidates for CDM projects with sources of finance. This includes a good
    knowledge of relevant funds and loans.
2. Cooperation with stakeholders:
  • Maintain
    a close working relationship with the Climate Change Unit, Ministry for
    Water and Environment and other CDM technical advisers and keeps
    him/herself updated about current developments in international climate
    discussions.
  • Provide
    technical advice and information about CDM and the Carbon Market to
    project
    developers, owners, investors and stakeholders.
  • Maintain
    a network of technical advisors for projects and consultants to develop
    CDM projects.
3. Responsibilities within
host organization:
  • Build
    and mentor the capacity within UECCC to enable staff communicate goals of
    climate change mitigation to potential investors and if requested to
    develop their own climate change mitigation activities
  • Become
    the contact person for all questions on climate change mitigation



Qualifications,
Skills and Experience:
  • The
    CDM Technical Advisor should possess a University degree in fields of
    Energy and/or Environment related course.
  • Additional
    qualification in business management is an advantage.
  • At
    least three years working with demonstrated experience in renewable energy
    and climate change
  • Knowledge
    about international climate discussions and relevant international
    frameworks e.g. Kyoto protocol, UNFCCC etc is an added advantage.
Age: Not more than 35 years
