NGO Social Work Jobs – Area Programme Manager at Build Africa

Job Summary:  The Area Programme Manager is responsible for
the quality of field programmes at Build Africa Uganda (BAU). Additionally, the
job-holder will be expected to continually observe the day-to-day effectiveness
of programme delivery, noting and reporting any areas where improvements are
possible and making sure improvements are made. The post will also contribute
to the development and implementation of BA’s strategic plan and will lead
programme design initiatives at the field level.  As a member of BAU’s senior management team,
the post holder will play a key role in the overall leadership and direction at
BAU, acting as a/ role model to staff.
Key Duties and Responsibilities:
1. Strategy: Participate
in and bring a practitioner’s perspective to the design of BA
strategy
2. Programme Design: In
liaison with the CD and DCD, assist in the design of projects at BAU
3. Programme Implementation:
  • Oversee
    the overall quality of BAU core and mainstreaming programmes at
     the field office, ensuring fit to the
    overall BA strategy
  • Prepare,
    and as applicable review, TORs for programme activities
  • Ensure
    that Child Protection iss
    ues are monitored in BAU’s programme implementation
  • Review
    and submit high quality monthly, quarterly, and other reports
    including
    financial management reports. These reports are to be submitted to the
    agreed BA timetable
  • Ensuring
    all P.O.s and P.A.s a
    re properly trained in all aspects of BAU’s programmes,
    including any SMT-approved changes to programmes
4. People management:
  • Recruit
    staff and ensure retention as appropriate
  • Manage,
    coach, and mentor direct supervisees and manage all staff in a
    participatory
    and inclusive style, ensuring a healthy climate at the field office.
  • Ensure
    that staff input is fed into the CO SMT and feedback from the SMT fed
    back
    to staff
  • Ensure
    that programme officers and assistants perform to the full extent of
    their
    capabilities and that their performance is directed wholly towards
    achieving BAU’s goals
  • Ensuring
    that programme officers and assistants remain motivated and

    enthusiastic about their work
  • Ensure
    that staff are coached and mentored to think outs
    ide the box
5. Partnership management: Identify and manage BAU partnerships at a field level, including
pointing out
partnerships to the CD that can be nurtured at national
level
6. Monitoring & Evaluation:
  • Enforce
    the BAU M&E framework, ensuring effe
    ctive/efficient data
    collection, analysis and reporting
  • Carry
    out monthly programme review meetings and share challenges/lessons
    arising
    with the CD & DCD, including identifying programme gaps and enforcing
    a strong lobby for solutions with the district and other stake holders
  • Examine
    all BAU programmes for quality and report back to the CD with
    appropriate
    recommendations
  • Ensure
    that all such observations from programme officers and assistants are
    taken
    forward, including giving feedback on any resultant actions
7. Budget and other Resource management:  Prepare and manage all field office budgets ensuring effective use of
BAU
resources and compliance with donor/BAU budget guidelines. The APM
will act as the chief custodian of BAU resources at the field level
8. Representation & other tasks:
  • Receive
    donors and other BAU guests
  • Represent
    BAU in fora at district, regional and national level as and when
    needed
  • Perform
    any other duties as may be assigned by your supervisor
Qualifications, Skills and
Experience:
  • The
    job holder should possess a master
    ’s degree from a recognized
    University with at least five years demonstrated experience in
    implementing development projects, OR a relevant  Bachelor’s degree with at least ten years
    of experience in implementing development projects
  • Experience
    working with an international NGO; implementing education, livelihoods,
    HIV/AIDS and Gender programmes is an added advantage
  • Comfortable
    working in an environment that espouses thinking outside
    the box,
    constantly questioning the status quo and continually improving programmes
  • Good
    leadership skills demonstrating a supportive approach
    with an
    emphasis on developing all staff to their full capacity, and prepared to
    address poor performance
  • Experience
    of developi
    ng, maintaining and overseeing project design,
    monitoring and evaluation frameworks and KPIs
  • A
    person of high integrity that will model BAU’s core values
