About MAAIF:
The Ministry of Agriculture, Animal Industry and Fisheries (MAAIF) is
implementing the Vegetable Oil Development Project- Phase Two (VODP2) funded by
a loan from The International Fund for Agricultural Development (IFAD) and the
Government of Uganda (GoU). 
Job Summary:  The accountant provide technical support
to Project Management Unit (PMU) and coordinate transfer of funds to
implementing agencies in order to carry out Vegetable Oil Development Project
Phase 2 activities. The Accountant will assist the Financial Controller in
financial management of the PMU. 
Key Duties and Responsibilities:
  • Assist in the preparation of Annual Work
    plans and budgets (AWPBs)
  • Prepare monthly reconciliations of the
    bank and cashbooks.
  • Prepare monthly accountability schedules
    of individual advances
  • Make appropriate accounting entries for
    PMU payments in the accounting system
  • Receive and review accountabilities for
    funds advanced to officers to carry out project activities
  • Carry out proper filling of all accounting
    documents
  • Maintain an accurate fixed asset register
  • Prepare payment vouchers according to the
    approved AWPBs
  • Follow up daily payments between PMU and
    MAAIF
  • Help in the reconciliation of the Special
    Account
  • Assist in the preparation of monthly,
    quarterly and annual financial reports
  • Ensure all payments and related
    transactions are kept up to date on computerized accounting system
    Accounting system
  • Perform any other duties assigned by the
    supervisors 
Qualifications, Skills and Experience:
  • He / She should possess a Bachelor’s in
    Accounting, Finance, Business Management or Business Administration
  • Qualification in professional accounting
    (ACCA, CPA, etc)
  • Five years of accounting experience
  • Working knowledge of accounting packages
    and proficient in the use of spreadsheets
  • Strong technical accounting skills and
    solid knowledge of IFRS and IPSAS
  • Experience with donor funded project is an
    added advantage.

  • Excellent analytical skills, problem
    identification and solving skills;
  • Demonstrable team working skills to ably
    provide professional support to implementing agencies
  • Strong inter-personal, communication
    skills, and the ability to work as part of a team, which are critical
    factors in carrying out this assignment will be highly valued.
