control of malaria and other communicable diseases in Africa and Southeast
Asia. Malaria Consortium works with communities, government and non-government
agencies, academic institutions, and local and international organisations, to
ensure good evidence supports delivery of effective services, providing
technical support for monitoring and evaluation of programmes and activities
for evidence-based decision-making and strategic planning. The organisation
works to improve not only the health of the individual, but also the capacity
of national health systems, which helps relieve poverty and support improved
economic prosperity. In Uganda, the Malaria Consortium has a large malaria
prevention portfolio and is responsible for the effective distribution of very
large numbers of long lasting insecticide treated mosquito nets.
Summary: The Project
Manager has the overall responsibility and accountability for the field
implementation, coordination, administration, financial and grants management
of the Global Fund Round 7 Phase II activities by Malaria Consortium.
Duties & Responsibilities:
Technical
Contributions
- Guide
the design, implementation and coordination of the OF Rd 7 phase II
activities. Manage the budget and expenditures of all the GE Rd 7 phase 1
activities. - Develop
and implement periodic project work plans. - Prepare
and submit periodic project reports to the relevant stakeholders. - Provide
technical support to the development of work plans, budget management,
preparing and submitting relevant reports and facilitate compliance to
terms of agreements.
Capacity
Building : Work with
MOH to build the capacity of district in distribution nets both campaign and
routine
Logistics
and Supply Chain Management and Administration:
Overall
responsibility for the project’s logistics and administrative planning and
execution of the campaign.
Responsible
to ensure safe storage, transportation, delivery and distribution of the LLINS
including supervising the work done the operations officer.
Work
with the Logistics and Administration manager to provide administrative and
logistical support related to the delivery and distribution of LLINs.
Finance
- Overall
responsibility of ensuring adequate budgeting and utilisation of the donor
resources to this campaign. - Ensure
all the donor and Malaria Consortium policies and guidelines are followed
to the letter - Ensure
all financial resources used under the project are properly accounted for - Ensure
the generation of acceptable periodic and final financial reports
Supervision:
Responsible for the
supervision and effective performance of all project staff specifically:
district coordinators, finance officers, project support officer. Specifically:
1. Monitor all the LLIN campaign activities. 2. Manage and supervise project
staff
Documentation
and Communications:
- Ensure
the necessary documentation is left at all relevant levels - Ensure
the a district post distribution report is written according to the
approved format and approved before presentation to the district and a
copy brought back to the centre for collation into the national report - Compile
the draft national distribution reports (programmatic and financial)
according to the approved format, submitted for the necessary reviews and
production of the final approved reports ready for submission
Representation:
In conjunction with the country director,
manage external relations of the project with stakeholders including
MoH-National Malaria Control Program. Perform any other duties assigned by the
Supervisor
Skills & Experience:
- At
least three years’ experience in a similar position and project management
- Relevant
degree in business administration, public health and or project management
- Experience
in management of projects - At
least three year experience in organising campaigns - Experience
in Grants management. - Previous
experience in capacity building/skills sharing. - Excellent
writing and communication skills. - Ability
to work effectively with a wide variety of partner: including MoH. - Ability
to work effectively as part of a team. - Self-motivated
and willingness to work late and or weekends Desirable - Familiar
with the Ugandan health system - Experience
in writing project reports - Experience
and skills in training and transfer of knowledge
