recently rolled out a new Country Strategy (JCAS) that will seek to fulfill its
mission.
Summary: The Program
Manager will play a lead role in the management and implementation of
programmes and provide leadership to the Acholi program by ensuring the
development and funding of a market oriented livelihood programme that integrate
/ mainstream gender, governance , HIV/AIDS and resilience in line with the
JCAS.
Duties & Responsibilities:
- Supervise
the design, planning, and implementation of the Program at both strategic
and operational level. - Ensure
proper reporting and accountability to multilateral and bilateral donors. - Report
to the Economic Rights Program lead - Ensure
that the programme maintains effective partnerships, and demonstrates
accountability to all stakeholders - Oversee
the development of tactical plans that will contribute to sustainable
improvements in the wellbeing of members of the impact group; - Ensuring
that short term project plans are aligned with the overall Program
strategy - Ensure
that appropriate impact indicators are developed, along with tools and
methodologies for making assessments and that baseline studies are
conducted according to Oxfam’s policies and best practice - Ensure
that each member of the team fully understands the outcomes that are
expected of them and that they are aware of best practice in overcoming
poverty and social development; - Ensuring
that they behave in a way which will maintain good relationships with
donors, partners and Oxfam staff.
Skills & Experience:
- At
least a first degree in agribusiness development, agricultural economics,
rural development, development studies or in area of institutional
development linked to agriculture and preferably second degree in a
relevant field. - Wide
knowledge of livelihoods programming, from market analysis and value chain
development to food security interventions. - Demonstrated
working experience of programme management, fundraising, proposal writing,
human resources and finance management will be essential; managing large
multi-donor funding and leading change processes - Proven
experience of influencing policy, consulting with key stakeholders at all
levels with tact and diplomacy - Excellent
communication; financial and numerical skills to manage program activities
is a desirable. - Knowledge
of the local language (Acholi) desirable but not essential, NGO experience
will be an added advantage
