the largest and longest serving humanitarian agency in Uganda. Currently WFP
focuses on three priority areas namely, Emergency Humanitarian Action (EHA);
Food & Nutrition Security (FNS); and Agriculture; Market Support (AMS). WFP
has operations in various parts of the Country.
Job Summary: The Programme
Officer / REACH National Facilitator will be responsible for institutional
capacity building in nutrition and food security while in liaison with the OPM
(Office of The Prime Minister) and growing relationships with national
counterparts in government and other partner organizations.
Key Duties and Responsibilities:
  • Support
    to completion of situation analysis and data collection that adapts REACH
    tools to the national context, and ensure national counterparts are able
    to maintain and utilize the tools on ongoing basis.
  • Identify
    key stakeholders to build consensus on priority interventions, synergies
    and delivery mechanisms across sectors.
  • Support
    identification of gaps in national policies , strategies , and action
    plans to scale up nutrition interventions;
  • Strengthen
    process management and coordination of national counterparts.
  • Sustain
    the implementation of nutrition coordination mechanisms at district level
    and strengthening relations with central level.
  • Support
    the development and implementation of the nutrition advocacy strategy.
  • Support
    all stakeholders nationally in joint advocacy and identification of key
    opportunities to exploit.
  • Participate
    in high-level advocacy mechanisms.
  • Provide
    a framework of developing common advocacy messages and materials to
    support the cause.
  • Support
    knowledge-sharing mechanism development.
  • Facilitate
    experience sharing of key lessons learnt and develop best practices among
    the stakeholders.
  • Support
    documentation of nutrition action plans and their costing and implications
    on WFP’s interventions.
  • Lead
    the process of identifying human and financial resources that can be of
    help in scaling up nutrition activities.
  • Support
    all stakeholders to draft work plans and operational budgets at district
    and national level
  • Give
    evidence-based information and disseminate it with partners and other
    countries so as to help in documenting successful approaches and
    practices.
Qualifications, Skills and Experience:
  • Advanced
    degree in one of the following disciplines; human medicine, agricultural
    economics, public health, nutrition, dietetics; rural development or
    public policy, administration and management or equivalent related fields
    .
  • 8
    Years work experience at a senior level; in government, large or
    international institution.
  • Technical
    background in the management of public institutions more so aspects of
    food security, nutrition and public health sub-sectors.
  • Experience
    in the management of food security, nutrition and public health programs.
  • Demonstrated
    experience in capacity development especially in policy management and
    budget processes.
  • Excellent
    interpersonal skills including communication and team building expertise;
    proficiency in networking with senior decision makers across various organizational
    cultures while credibly and tactfully resolving issues.
  • Good
    reporting skills with competencies in analyses, collating and presentation
    of data and monitoring and evaluation.
  • Specialization
    in programme / project management, coordination and institutional capacity
    development.
  • Good
    organizational Skills; follow deadlines while achieving quality results
    and good mediation skills.
  • Good
    Computer skills particularly MS Office.
  • Ability
    to travel periodically for trainings, workshops and field missions ;
  • Knowledge
    of the UN System is an asset but not mandatory.
  • Fluency
    in oral and written English is a must.
