staff and 13,500 volunteer Coaches. The EASA Region includes Uganda, Tanzania,
Mozambique, Sudan (South), Ethiopia, and Burundi with a small program in Kenya.
Operating over this extensive footprint, Right To Play is seeking a Monitoring,
Evaluation and Learning professional to strengthen the M&E function
throughout the Region and support the line management in developing, adapting
and implementing the best M&E practices in line with the organization’s
culture and values.
Job
Summary:
 The
Program Officer will work closely with Right To Play Uganda’s teams to ensure
that every aspect of project management is used to achieve Right To Play’s
mission. The project management cycle will require appropriate grasp of
planning, operating plans, budgets and financial management, donor management,
relationship management, human resources, communications and contract
monitoring and compliance.
Key
Duties & Responsibilities:
  • Planning: Collaborate with Right To Play
    Uganda’s team to ensure that operating plans are realistic, aligned and
    consonant with Right To Play’s mission, strategic direction delivery model
    and grant budgets. Contribute to the development and implementation of
    annual and multi-year country plans.
  • Document
    Best Practices and Lessons Learned:
    Collaborate with Right To Ray Uganda’s country team to
    document and communicate program management and operational best
    practices.
  • Proposal
    Writing:
    Being
    a part of smaller teams and’ or cross-functional teams, will contribute to
    the proposal writing process, Including consultation with his/her
    Technical Advisor and Line Manager, as well as Right To Play Uganda’s
    teams, ensuring alignment with operating plans and donor requirements,
    writing, reviewing, editing, finalizing and coordinating submission.
    Implement an annual or multi-year calendar for the proposal writing cycle
  • Research
    Donor Priorities and Opportunities:
    Closely track and understand donor priorities,
    process, trends, changes and opportunities. Understand and utilize the
    cycle for implementing projects and programs, showing results and
    subsequently growing donor support.
  • Narrative
    Reports to Donors:

    Coordinate submission of reports to donors for which HQ is the primary
    contact. Ensure alignment between donor requirements and the reports.
    Consult appropriately with relevant stakeholders- and staff to manage the
    report writing work-tow. Write, review and edit the reports as necessary.
  • Ensure
    review by his/her Technical Advisor as well as Country Manager before
    submitting to the donor.
  • Compliance: Closely monitor and ensure
    compliance with all donor contractual requirements. Liaise with the Right
    To Play Uganda’s project teams to collect specialized or further required
    information.
Qualifications,
Skills & Experience:
  • Must
    possess Masters Degree in International Development or related field
    of study.
  • 5
    years experience in a humanitarian or development organization, including
    at least 1 year of field experience.
  • Experience
    in developing proposals for restricted donors and growing a grant
    portfolio.
  • Experience
    in project managing grants and programs for government and-non-government
    donors in the international development context.
  • Experience
    in budgeting and financial management.
