is a body corporate established by Uganda Road Fund Act 2008 to finance the
routine and periodic maintenance of public roads.
Summary: The job holder
will assist in the implementation of activities in the procurement cycle in
accordance with the PPDA Act and the special requirements of Funding Agencies.
The performance of the post holder will be reflected in the accuracy and
timeliness of the procurement and process. The key responsibilities will
include assisting in procurement and disposal planning, implementation of
procurement plans documenting of processes, facilitating of bidding processes,
records management, contract monitoring and reporting. The Secretariat will need an energetic and dynamic person with the
drive necessary to assist in timely implementation of the Entity’s procurement
plan. Consequently, only the candidate who will meet the requirements of the
position will be considered for further evaluation and interview.
Duties & Responsibilities:
- Guide
User Departments in preparation of Departmental Procurement Plans; - Assist
in consolidation and production of the Entity’s Annual Procurement and
Disposal Plan; - Advise
Fund staff on procurement issues; - Prepare
procurement documentation in full compliance with the PPDA and Donor
Regulations; - Timely
submissions of documentation to Contracts Committee; - Assist
in Monitoring the Fund’s procurement plan against the budget; - Assist
in managing all activities in the procurement cycle to enable timely
execution; - Input
procurement related information into the IFMIS System; - Compile
mandatory reports to Contracts Committee and PPDA; - Maintain
up-to-date procurement files; - Archive
records of the procurement and disposal process; - Prepare
other regular and adhoc reports for the Head of Unit as required; - Perform
such other work duties as may be assigned from time to time.
Skills and Experience:
- An
honors Degree in Procurement and Supply Chain Logistics Management, B.Com
Business Administration, any other related business degree obtained from a
recognized institution of higher learning; - Professional
qualification in Procurement (CIPS); - Minimum
of 7 years relevant experience in a related field, - Experience
in preparing bid documents and procurement reports; - Knowledge
and skills in computer applications; - Ability
to work collaboratively across organizational boundaries; - Ability
to establish and maintain effective working relationships in
multi-sectoral and multidisciplinary teams; - Strong
communication (verbal and written) skills; - High
level of integrity, innovation, creativity and self-drive. - Demonstrated
working knowledge of procurement and financial management and systems of
Government.
Competencies: Procurement
framework and tools, PPDA guidelines, contract management, records management,
supervisory skills, integrity and confidentiality, bid preparation and
evaluation, asset disposal, report writing, cost analysis, project management.
