Procurement Officer Job at Plan International
Officer
partnership with AFRIPADS, Plan Australia and Plan Netherlands are implementing
a four-year project on Menstrual Hygiene Management in Lira and Tororo
districts. The project will seeks to address Menstrual Hygiene Management (MHM)
needs of Ugandan School girls and women by improving access to affordable
hygienic re-usable sanitary pads, create knowledge and awareness, improving
attitude and practice surrounding MHM and develop models for working with
Village Savings and Loans Associations (VSLA) for income generation.
Job Summary: The procurement officer will coordinate purchasing
activities which includes researching, identifying, and evaluating vendors for
pricing and quality, documenting all purchasing decisions, and completing
purchase orders. The position ensures that procurement policies and procedures
are correctly interpreted, understood and implemented by the staff. The
position contributes to procurement decisions and strategic plans at the field
office level.
Responsibilities:
- Guide
staff in preparation of procurement forecasts and consolidate forecasts
for effective timely execution of procurements leading to timely responses
and deliveries of goods, services and works. - Execute
the required procurement process in line with organization’s policies and
procedures including but not limited to ; preparation of bid documents,
receipt, evaluation and award, preparation of local purchase orders and
effective contract management and supplier payments. - Maintaining
and updating the supplier data base and their appraisal and implementing
an efficient mechanism to manage supplier relations. - The
position is responsible for proper record keeping as well as accurate
reporting - Providing
technical advice to all staff on procurement related matters.
Skills & Experience:
- A
bachelor’s degree in procurement, business administration, or other
related discipline - A
minimum of 3 years of experience in a purchasing position in a related
industry - CIPS
qualification is an added advantage - Experienced
in micro soft office applications i.e. excel, word, access and power point - Experience
in management of constructions is added advantage - Good
track record of management and supervisory responsibilities - Implementation
of complex decisions requiring quick problem definition and development of
solutions. - Take
the initiative and consistently provide practical solutions to urgent
problems - Strong
conceptual skills necessary to implement activities of a fast moving unit - Ability
to work independently with minimal close-support from the supervisor - Excellent
interpersonal communication skills to enable the job-holder be an
effective team member - Excellent
written and analytical skills
