About this Project:
Malaria Consortium Uganda was recently awarded funding by Comic Relief to implement the Malaria Control Culture project in Tororo District in Eastern Uganda. The project will run for three years (August 2013- July 2016). In order to address the malaria burden in Tororo District, Malaria Consortium proposes following on the heels of a nationwide net distribution campaign expected to attain universal coverage of LLIN by implementing two methods of continuous net distribution (ANC services at health facilities, and primary schools); a strong communications campaign to strengthen healthy behaviours around malaria prevention and treatment (including demand for and use of LLINs) and treatment seeking behaviour; and to strengthen diagnosis of malaria and the management of alternative causes of fever at health facilities. This is expected to foster a ‘culture of malaria control’ at community and health facility levels throughout Tororo District, thereby leading to a decrease in malaria morbidity and mortality, as well as malaria transmission.
Job Summary: The M&E Officer is responsible for developing the overall M&E framework and implementation of related activities within the project. The M&E Officer will be expected to work with the MCC project team and partners to provide timely and relevant information on the project’s progress to stakeholders. The position holder will coordinate, organise and supervise data collection, both routine and assessments (quantitative and qualitative), which will be used to monitor and evaluate project activities, outcomes and impact in line with the project objectives. The position holder will be expected to collaborate, coordinate and work closely with all involved in M&E design and implementation including the Uganda Country Office M&E Specialist, Tororo District leadership and external stakeholders/partners. S/he will also provide on-going support and technical assistance to the Tororo District Leadership (health and education) and other partners, as related to the Malaria Control Culture project scope, and in accordance with its approach to understanding and influencing positive change in health.
Key Performance Areas:
1. Technical Contributions
- Lead the development and implementation of a comprehensive monitoring and evaluation plan to ensure the achievement of project targets and to inform quality control of project activities.
2. Data / Information management:
- Liaise with the respective national and sub-national stakeholders to ensure their involvement in project M&E activities and the effective flow of data and information.
- Facilitate the collection of appropriate health information from relevant data sources (health facilities, schools, district offices, retail sellers of long lasting insecticide treated nets).
- Be responsible for the data assembly, management, analysis and reporting of surveys and routine monitoring activities.
- Design and manage the databases for all monitoring and evaluation activities in relation to this project. Work with the M&E Specialist to ensure that these are aligned with other Malaria Consortium information systems.
- Provide the Project Manager, Technical Programme Coordinator/Deputy Country Director and Country Director with any data needed for management decisions.
3. Communications and Reporting:
- Prepare consolidated progress reports, reports on M&E findings for project management; guide the regular sharing of the outputs of M&E findings with project staff, implementing partners and primary stakeholders.
4. Representation and Documentation
- Participate in relevant meetings at national and sub-national levels and where possible present results and experiences of the project.
- Provide effective support to all Comic Relief visits relating to both project planning, delivery and review, and for the purposes of Comic Relief fundraising and marketing.
Qualifications, Skills & Experience:
- Degree / Postgraduate degree in M&E, Statistics, Public Health, or related discipline
- Minimum of 3 years of direct work experience in M&E
- Experience with performance monitoring and evaluation for international or national development projects, including developing performance indicators, data collection and analysis.
- Experience in the design and implementation of data collection and data management systems
- Experience in translating data into accessible reports for diverse audiences
- Experience conducting large scale quantitative surveys
- Excellent knowledge in the use of data management and analysis software such as Excel, Access, EpiData, STATA, including experience designing data entry screens, cleaning data, and conducting data analysis.
- Experience in communicable disease control/malaria control
- Experience in engaging and supporting others to contribute to M&E work
- Familiarity with the Ugandan health system
- Experience in writing project reports
- Experience conducting qualitative data collection and analysis.
