- Manages, prepares, administers and directs control of the budget.
- Reviews and approves recommendations for financial planning and control, providing relevant fiscal information to management team.
- Assists with development and management of internal financial audits.
- Manages day to day operations and systems coordination related to the procurement of supplies and services in support of program.
- Manages procurement process and inventories.
- Works with vendors to negotiate and obtain best pricing and service for contracts.
- Develops and implements logistics plans, budgets, and procedures to maximize compliance with customer needs within budget constraints.
- Provides financial reporting and reconciliation of inventories.
- Manages invoice purchasing and payments procedures.
- Ensures purchase orders are paid as due and accounts are maintained currently.
- Develops formal reporting system to communicate results of audit activities to management and regulatory compliance agencies.
- Provides leadership and technical guidance for compliance with Generally Accepted Accounting Procedures (GAAP).
- Creates, reviews and/or analyzes monthly financial reports regarding budgets- actual and forecast.
- Participates and provides financial reporting for annual budget planning, audit reviews and assessments.
- May manage activities of financial staff.
- Master’s degree in Business Administration, Finance, or other relevant field (a Bachelor’s degree in a relevant field and four years of experience could be substituted for Master’s degree).
- Minimum of eight (8) years of experience in financial and administrative management of large international projects.
- Or an equivalent combination of relevant education and/or experience sufficient to successfully perform the key responsibilities of the job.
- Experience in comprehensive management of business support and compliance functions in organizations funded via government, contracts and grants, foundation, and commercial sources.
- Previous experience working on US government programs preferred.
- Broad conceptual judgment, initiative and ability to deal with a wide range of finance issues.
- Strong English written and oral communication skills.
- Ability to travel within country or region and internationally if needed.
- Knowledge of Cost Accounting Standards (CAS) and Federal Acquisition Regulations (FAR) also required.
