agreed with the Ministry of Education and Sports in Uganda to upgrade
facilities in 21 primary schools in the 7 districts of Karamoja to support the
objective of equitable access to basic education for Karamojong children. The
Embassy of Ireland Uganda invited GIZ International Services to submit a
proposal to support the upgrading of the facilities in the 21 schools. The
Karamoja region is a semi-arid area and is the least socially and economically
developed region in Uganda. As many as 80% of the Karamojong live below the
poverty line where the generalised poverty level for Uganda is around 23%. In a
region where over seventy percent (70%) of the population can neither read nor
write, the education performance of pupils at all levels is the poorest in
Uganda. The enrolment levels at primary level are below 50%, below 10% at
secondary level and primary completion rates are running at about 10%.
About Project Goal: The overall objective of the project is to
contribute towards the delivery of high quality, cost-effective education
facilities in 21 primary schools in the 7 Karamoja districts. A full assessment
of the needs of all 21 schools was undertaken by a team of engineers from the
