About NPA:
Our Client, The National Planning
Authority (NPA) is the Principal Statutory Agency for management of national
and decentralized development planning in Uganda. The NPA is tasked with a
mandate to produce comprehensive and integrated development plans for the
country, elaborated in terms of the perspective Vision, long and medium–term
plans in the move to propelling sustainable socioeconomic transformation of
Uganda. The Authority strives to: Strengthen planning systems and, develop
comprehensive, participatory, inclusive and integrated development plans and
frameworks; Provide evidence based public policy advice and inform public
policy debates; Monitor and evaluate the effectiveness and impact of
development policies, plans and programmes, and performance of the economy of
Uganda and Strengthen the capacity to effectively and efficiently deliver its
mandate; among others things.

Job Summary: The Director Development Planning will have
a main purpose of coordinating, harmonizing and facilitating development
planning in all sectors at Central and Local Government levels at the
Directorate. The Director Development Planning will be responsible and
accountable for ensuring that all functions and responsibilities of the
Directorate are effectively and efficiently performed.
Key Duties and Responsibilities:
1. National Development
Planning
  • Coordinate
    production of comprehensive National Development Plans that are elaborated
    in terms of the Uganda Vision 2040;
  • Review
    development priorities, issues and needs to inform the national
    development budget, in line with Uganda’s Vision 2040;
  • In
    collaboration with relevant stakeholders, coordinate and provide
    leadership in the determination of national development priorities.
    Organise, and promote national dialogues on topical issues to build
    consensus on key development issues and strategies, and to inform policy
    and planning;
  • Advise
    on general sectoral policy issues, strategies and allocation of resources
    amongst competing development priorities;
  • Spearhead
    sectoral development planning and the integration of sectoral plans into
    National Development Plans;
  • Direct
    and facilitate the mainstreaming of gender, disability, HIV/AIDS and other
    key cross-cutting issues into National Development Plans;
  • Direct
    and harmonize national level physical planning and the growth of urban
    centres; Direct and harmonize sectoral development programmes and
    activities, with to ensure they are consistent with each other;
  • Facilitate
    innovative approaches in planning and programmes design;
  • Monitor
    performance of the decentralised system of development planning and
    finance and propose required changes for improvement;
  • In
    collaboration with directorate of policy research innovation, conduct
    in-depth evaluation of the impact and cost of selected development
    programmes;
  • Participate
    in the formulation and implementation of sectoral development policies;
2. Collaboration
and Capacity Building
  • Develop
    partnerships among the various stakeholders in the sectoral development
    planning process and foster linkages between the national and Local
    Governments to enhance ownership and sustainability of development
    programmes;
  • Advocate
    for priority development issues, programmes and other interventions;
  • In
    collaboration with the sectoral Ministries, participate in the evaluation
    of sectoral development programmes and policies;
  • Provide
    technical support and guidance to Ministerial Planning Units and Local Government
    Planning Units;
  • Design
    and implement programmes to develop nation-wide planning capacity;
  • Disseminate
    information on sectoral policies and programmes to the public;
  • Design
    and implement programmes to develop planning capacity in Local Governments;
3. Management
  • Contribute
    to the Policy Statement, Authority’s Annual Reports, National Development
    Reports and other relevant reports;
  • Review
    departmental quarterly and annual reports and consolidate them into the
    Directorate’s reports;
  • Direct
    the development of and monitor performance against the annual directorate
    budget and the Authority’s Improvement Plan budget;
  • Manage
    and direct the development, implementation and evaluation of the
    Directorate’s plans; policies, systems and procedures to achieve annual
    goals, objectives and work standards;
  • Oversee
    the development and implementation of directorate programmes and
    activities;
  • Provide
    quality assurance for any other deliverables under the directorate;
  • Ensure
    that all Directorate staff are properly supervised and their performance
    appraisals are properly and timely done;
  • Perform
    any other duties as and when directed by the relevant authority.
 Qualifications, Skills & Experience:
  • A
    Masters Degree in Development Planning and Management; Economic Policy and
    Planning; Development Economics; or closely related discipline from a
    recognized University. Other post graduate qualifications, diplomas,
    certificates etc in any of these areas will be considered an added
    advantage.
  • Working
    experience of at least, 10 years, six (6) of which must be in the areas of
    policy formulation and development; development planning; programme
    implementation; as well as monitoring and evaluation, at senior management
    level, in a reputable development-oriented institution/organisation or
    government institution.
  • Knowledge
    of the Central Government operations, policy formulation and the SWAP
    process in Uganda.
