The World Food Programme
(WFP) is the United Nations frontline agency against world hunger. It is the
largest and longest serving humanitarian agency in Uganda. Currently WFP
focuses on three prior­ity areas namely, Emergency Humanitarian Action (EHA);
Food & Nutrition Security (FNS); and Agriculture & Market Support
(AMS). WFP has operations in various parts of the Country.

Job
Summary:
The Job holder
will coordinate and manage all WFP programme activities under the Kaabong Sub
Office including Finance, Administration, Logistics, Human Resource and
Security.

Key
Duties and Responsibilities:

  • Formulate
    and Design programs for relief , recovery and development operations at
    the sub office in consultation with beneficiaries and District officials ;
  • Ensure
    timely production of the sub office work plan , monitoring and evaluation
    Mtrix and quarterly activity calendars.
  • Prepare
    contingency plans to rapidly and effectively react to changes in
    beneficiaries numbers for the food and non-food requirements.
  • Conduct
    food assessments, analyze data and recommend programme interventions.
  • Enforce
    WFP’s policy on Commitment to Women (ECW) in all its programmes.
  • Propose
    changes to effect any deviations from programme targets.
  • Build
    relations with government, bi-lateral representatives, NGOs, partners and
    other UN agencies.
  • Champion
    advocacy through media, trainings, and any other channels.
  • Prepare
    MOU s with partners and evaluate their effectiveness periodically.
  • Compile
    weekly, monthly and quarterly reports to inform annual reporting.
  • Ensure
    functional M& E system to inform reporting more so Results Based
    Management (RBM) where possible re-align and correct as obligated.
  • Build
    capacities of  all partners,
    communities and even staff  to
    foster better planning, implementation, administration of recovery
    programmes particularly those for women.
  • Organise
    and participate in appraisal missions for WFP programmes in the Sub Office
    catchment area.
  • Enforce
    the WFP financial regulations.
  • Ensure
    implementation of the sub office work plan, assess project performance ,
    resource utilization and review achievements of the constraints to the
    field activities
  • Manage
    the commodity pipeline at the sub office and food distribution plans and
    advice management on the food and NFP requirements of the sub office for
    timely delivery.
  • Monitor
    security and submit reports to Area Security Coordinator and Country
    Office.
  • Supervise
    staff in line with development plans and recommend trainings.
  • Any
    other duties when required.
          

Qualifications,
Skills & Experience:

  • Advanced
    University degree or University degree with experience in any of the
    following disciplines ; economics, agriculture , international affairs ,
    business administration, Social sciences , development studies or any
    other related field, attained from a recognized University .
  • At
    least six years post graduate relevant working experience in public sector
    management , development projects and/or emergency assistance gained from
    reputable organizations
  • Previous
    management experience is necessary.
  • Proficiency
    in English (Oral & Written).
  • Project
    planning, management and advocacy training highly desirable.
  • Good
    working knowledge and experience using MS Office applications is a must.
