Job
Summary:
The Grants and
Contracts Manager supports various activities related to PACE grant and
contract management goals, maintains and updates grants and contracts resources
for company-wide use. Reporting to Finance Director, the Grants and Contracts
Manager will oversee incoming grant awards, contracting, reporting, and other
administrative functions. Working with the Finance Director, the Manager of Grants
and Contracts will develop and monitor sub-granting and contracting internal
control framework and policies to mitigate potential risk exposure and provides
technical support services to all staff involved with Sub-granting and
contracting including proposal writers, program officers and other staff as
well as provide oversight and organizational capacity building of
sub-recipients (SRs).
Key
Duties & Responsibilities:
1. Grants and Contracts
Management Duties:

Provide full cycle oversight to grants and contracts: Review and approve
allaward documents prior to signature; ensure compliance with donor
regulations; review requests related to procurement regulations, key personnel
changes, travel regulations. Provide on-site technical assistance to PACE when
necessary; ensure accurate and timely submission of donor reports, billing and
payments that contract management procedures are followed in accordance with
their rules and regulations.
2. Sub award Management Duties: Actively participate in Sub recipient
(SR) selection, assessment. Contracting, administration, and reporting. Assess
SR organizational capacity and provide organizational technical assistance and
training in collaboration with relevant PACE departments. Work with program
staff to monitor SR performance, including the development of a SR tracking and
reporting system for programmatic, administrative and financial operations.
3.  Development and Training, Policy and
Procedures
: Assist
in the development, updating and maintenance of PACE G&C Management
policies and procedures; deliver grants and contracts trainings to staff and
Sub Recipients.
4. Proposal Development for
Solicited Proposals:

Support proposal development process to ensure compliance with PACE and donor
policies and procedures as follows; Review RFA/RFPs; prepare questions for
donors; Provide Grants and Contracts guidance throughout the whole process,
prepare costs, indirect cost calculations, ensure corporate compliance, budget
notes language; review budget; provide guidance on certifications.
5. People Management: Manage the Grants and Contracts team and
ensure that the team acquires an up to date and in depth knowledge of PACE and
donors’ grant management rules and regulations.
Qualifications,
Skills & Experience:
  • ·        
    Bachelor’s
    degree required, advanced degree or CPA/ACCA preferred.
  • ·        
    Must
    have five years experience working in a team within a complex, professional
    non-profit donor funded environment.
  • ·        
    Previous
    grant and contract experience required. Experience in a donor funded setting
    desired.
  • ·        
    Working
    knowledge of Microsoft Office Suite and databases is required.
  • ·        
    Working
    knowledge of accounting and financial reporting systems
  • ·        
    Must
    have strong analytical skills and keen attention to details.
  • ·        
    Must
    have strong negotiation, oral and written communication skills.
  • ·        
    Must
    have the ability to work in a fast paced environment with strict deadlines and
    be able to manage multiple priorities.
