About
Ministry:
The Ministry of Water and
Environment seeks to recruit Professionals in the Technical Support Units
(TSUs) to provide professionalized technical support to District Local
Governments to reinforce its role in monitoring and implementation of its
mandate with Local Governments. The provision of technical services has been clustered
in regional units with duty stations as follows: TSU 1-.Arua, TSU 2- Lira. TSU
3 Soroti ,TSU 3 with Sub Unit-Moroto- TSU 4-Mbale, TSU 5- Mukono, TSU 6-
Kabarole, TSU 7- Masaka &TSU 8- Mbarara.
Key
Duties and Responsibilities:
  • Assist
    Districts and Town Councils In developing realistic annual and quarterly
    work plans and budgets for hygiene education and sanitation activities in
    line with national plans, strategies and the sector guidelines/schedules
    to local governments (for households, rural growth centers and small
    towns/town councils
  • Assist
    Local Government (LGs) to generate and maintain a data base of existing
    and new sanitation facilities, hand washing facilities etc.
  • Promote
    participatory Monitoring and Evaluation (PM&E) in the water and sanitation
    sector at all level and advice on the implementation of national policies,
    guidelines and strategies and plans for sanitation  and hygiene
    education (households, primary schools, health centers, town councils and
    rural growth centers)
  • In
    collaboration with other team members, conduct organizational
    self-assessments (OSAs), of districts, sub counties, private sector
    organizations and NGOs/CBOs to determine and support their capacity for
    scaling up implementation of sanitation/hygiene education activities in
    line with the recommendations from the NGO pilot studies and the LG &
    NGO strategic Framework underdevelopment.
  • Work
    with LGs to define capacity gaps, capacity development indicators and draw
    plans and strategies for capacity building and support LG capacity
    building plans,
  • Advice,
    assist and quality assure the activities carried-out by the LGs that are
    sector specific, support and strengthen the capacity of district water
    office staff, District/Town Council Health Inspectorate staff, selection
    or identification of the most appropriate choice of sanitation technology,
    design and preparation of tender documents for sanitation facilities,
    procurement management and supervision of works to ensure efficient and
    cost effective utilization of available resources.
  • Introduce
    and promote appropriate technologies for sanitation (e.g. Ecosan) address
    technology issues related to the process of planning, costing,
    implementing, maintaining, monitoring and evaluation.
  • Support
    LGs to ensure that sanitation and hygiene education activities are
    allocated adequate funding during the planning process (in line with the
    sector guidelines for utilization of the district conditional grant) and
    thereafter ensure that the activities are implemented in a satisfactory
    manner following the agreed steps in software implementation.
  • Support
    the establishment of the District and Sanitation Coordination Committees
    (DWSCC) and ensure that sanitation and hygiene education is regular agenda
    item for the committee discussion.
  • Support
    the district LGs in the preparation of monthly, quarterly and annual
    progress reports in the standard reporting formats availed to districts.
  • Carry-out
    any other work that will be assigned by the client or his representative
    through the team leader of the Unit.
Qualifications,
Skills & Experience:
  • An
    Honors Degree/Post graduate qualification in Public Health/ Environmental
    Health/Management, Environmental Health Education, and Community Health.
  • Post
    graduate training in participatory approaches shall be an added  advantage.
  • A
    minimum of six years of professional experience in sanitation and hygiene
    promotion.
  • Experience
    in the implementation of activities in the Local; Government Sector is
    essential.
  • High
    level of ethics and integrity
  • Innovative
    and proactive, enjoys making things happen, does not wait for them to
    happen
  • High
    level of inter-personal, decision-making and problem solving skills.
  • Excellent
    verbal and communication skills
  • Demonstrated
    ability to work independently and with teams to achieve district objectives.
  • Computer
    knowledge, with knowledge of MS – Word and Excel is must.
