Job Summary: The successful candidate will have overall responsibility for technical leadership of Plan Uganda’s growing WASH Programme covering 20 districts and with a current annual budget of $2 million. This includes leading a team of WASH Project Managers, leading WASH programme strategy and learning, new business development and donor engagement, the national level advocacy and policy programme and extensive external representation. The position will be responsible for scaling up the programmes on Community- Led Total Sanitation and Sanitation Marketing across Uganda
Key Duties & Responsibilities:
·         Leading the annual budget and work-plan implementation for national level activities on WASH programmes.
·         Identify priority operational research problems and participate in ensuring high quality evaluation of WASH projects.
·         Participate in monitoring and documentation activities of WASH projects.
·         Provide Program and Field teams with guidance and updates on policy, standards and guidelines relating to WASH.
·         Develop resource mobilization plan highlighting priority areas relating to WASH, grant concept papers and proposals and submit to supervisor.
·         Establish mechanisms to facilitate organizational learning in the country.
·         Provision of structured regular coaching and mentoring to field staff and partners on Wash programming.
·         Liaises with other offices in Plan – National Organisations, International Headquarter and other countries on Plan Uganda’s WASH programmes.
·         Represent Plan at national level on matters relating to WASH programming and networks on relevant issues.
·         Establish partnerships and cooperation with other international organisation at national level on wash related intervations.
·         Integration of WASH with other Plan programme sectors
Qualifications, Skills & Experience:
·         Master’s degree in Public health, Development Studies, Water and Sanitation engineering, Environmental Health or equivalent significant training/background and professional training on programming and/or in related field.
·         At least 5 years managerial or technical specialty experience in the design, implementation and evaluation of WASH programmes/projects
·         Good knowledge of Community Led Total Sanitation and Sanitation Marketing as sanitation promotion approaches.
·         Knowledge of current WASH policy, sub-sector investment plans for Uganda and understanding of programming on Water, Sanitation and Hygiene.
·         Demonstrate abilities in planning, budgeting and management
·         Excellent interpersonal skills and the ability to work with people from diverse cultures, ability to lead and motivate people to work in teams
·         Excellent communication skills both written English and in face-to-face presentations
·         Skilled in the use of computer software.
·         Adequate experience in networking, project management and supervision.
·         Skills/ experience in proposal writing plus monitoring, evaluation and supervision.
