Job Title: Programe Manager
Reporting to: Deputy Country Director
Job Summary:The Programe Manager SCHAP will provide technical and management leadership focusing on all the strategic and operational aspects of HIV/AIDS Prevention Activities in 7 districts with a population of 3.4 million, and to develop valuable networks with the districts, Ministry of Health and the CDC, the donor.
Key Duties & Responsibilities:
1. Programme Management: Spearhead the project strategy development and implementation within the 8 districts and ensure that all AMREF initiatives in the region are fully aligned to the Uganda country strategy
Provide leadership to the development and implementation of high quality projects in line with AMREF’S values and principles.
Ensure that AMREF is represented at local and district levels that are relevant to the Foundation’s work.
Ensure integration and synergy across the SCHAP project in all areas of implementation.
Liaise and network with relevant AMREF partners and collaborators to improve AMREF visibility, coordination of activities and promotion of shared advocacy agenda
Improve the visibility/credibility of AMREF among target communities, donors and government structures and ensure prudent management of and quality reporting on activities and budgets.
Ensure that the agreed project plans and budgets are monitored very closely and that high levels of quality, accountability, reporting and transparency are maintained throughout.
Ensures programme growth by participating in the development of new project initiatives.
Contribute to change management and strategic growth of the Uganda Country programme by actively participating in the management meetings and keeping the Country Director informed of developments and issues of interest to AMREF
Responsible for the management of assigned budgets and assets in the programme under the direction of the Country Director
Interface of all SCHAP activities in the 8 districts.
Link AMREF to the Ministry of health by interacting with the AIDS Control Programme (ACP) and other relevant departments and Committees
Provide support supervision to all SMC/STI health units in 8 districts on a quarterly basis and provide regular surgical guidance to the SMC teams
With support from the field team and health unit management, devise innovative models to increase the numbers of SMC.

2. Operations Research and knowledge management: Support the project teams to develop and conduct appropriate Operations Research in the programme

3. Accountability & Human Resource Management: Provide supervision to programme staff to ensure compliance with AMREF’s policies and procedures.

4. Monitoring and Evaluation: Responsible for programme data generation and analysis
Ensure that periodic project reviews are done with key stakeholders/partners
Guide the project teams while designing/preparing for project reviews/evaluations

5. Capacity and Team building : Oversee the training of Health workers, VHT and peer educators.
6. Technical support to AMREF: Regularly provide technical guidance to relevant AMREF projects and any other health-related functions
7. . Reports: Support quarterly, semi-annual and annual project implementation reports based on agreed priority areas, work plans and budgets and in collaboration with CDC.
Qualifications, Skills & Experience:
· Masters Degree in Public Health or relevant area is an added advantage.
· Degree in Public health, M.B.Ch.B
· Post graduate degree in public health or closely related field.
· Training or extensive experience in project management is desirable
· At least 5 years’ of direct experience of managing complex integrated and behavioural change programmes in Health development, with a reputable international NGO.
· Experience of advocacy, operations research and publications in the health field
· Evidence of documentation of project experiences to support programme development and evidence-based advocacy
· Producing high quality financial and activity reports for donors and organisational use in a timely fashion
· Experience in managing community health development programme and working for International NGOs
