Job Title: Director Finance and Administration

Our client, a Government Parastatal seeks a mature, seasoned and professional executive to take on the role of Director Finance and Administration.
Job Summary: To ensure best practice in financial, human resource and administrative management of the organization in order to maximize efficiency and growth. The candidate will directly report to the Executive Director.
Key Duties and Responsibilities:
· Prepare annual interim statutory financial statements in conjunction with statutory auditors.
· Monitor and control the organization’s expenditure and advise management and department heads when there are major budget variances.
· Develop internal control and procedures including custody and control of assets, records among others.
· Coordinate the development of the annual budget for the organization and take responsibility to elaborate the same.
· Produce accurate and timely periodic (monthly, quarterly and annual) reports as required by top management.
· Over see the functions of the Human Resource, Procurement, Accounts, Transport and Security departments.
· Conduct reviews and evaluations to manage and control expenditure and ensure that expenditures are within the budget.
· Work hand in hand with key stakeholders and strategic partners of the organization.
· Monitor company insurance, contracts and agreements, legal areas and activities among others.
· Keep abreast of changes in financial regulations and legislations.
Qualification, Skills & Experience:
· Post graduate qualification in Business or finance, from a recognized institution.
· Professional certification such as CPA (U) or ACCA or their equivalent.
· Knowledge of IFRS Accounting rules.
· Knowledge of PPDA procedures is a MUST.
· Minimum of 5 years’ management experience handling functions relevant to the core activities of an F & A Director.
· Demonstrated analytical skills, knowledge of public sector regulations and procedures and above average people management, interpersonal and organizational management skills.
· In addition, strong communication skills and fluency in English is essential.
