About EGPAF:
The Elizabeth Glaser Pediatric AIDS Foundation has received funding from USAID/Uganda for a five year cooperative agreement in 13 districts in the south-western region of Uganda with the goal of increasing access to, coverage of and utilization of quality comprehensive tuberculosis (TB) and HIV/AIDS prevention, care and treatment services.
The STAR SW project has four main objectives:
1. To strengthen decentralized HIV/TB service delivery system, with emphasis on health center IVs, IIIs and community outreaches.
2. To improve quality and efficiency of HIV/TB services within health facilities and Community Service Organizations /groups.
3. To strengthen networks and referrals systems to improve access to, coverage of and utilization of HIV/TB services.
4. To intensify demand generation activities for HIV/TB prevention, care and treatment service.
The STAR-SW project will provide a comprehensive service package of HIV counseling and testing (HCT), prevention of mother to child transmission (PMTCT), HIV/AIDS chronic care services, HIV/TB collaborative services, community based directly observed TB treatment-short course (CB-DOTS); and antiretroviral treatment (ART) for both ARV-naïve people living with HIV/AIDS (PLHIV) and the transitioned TREAT supported PLHIV currently receiving ART.
This program will foster the development of strong partnerships with other district-based TB and HIV/AIDS programs in each of the regions in order to improve coordination; expand the referral network; and ensure more efficient use of resources.
Job Summary: Under the direct supervision of the Finance Manager, Finance Assistant will be responsible for the disbursement of funds to CSOs and for direct program implementation in the districts supported by the STAR SW project. The Finance Assistant will also ensure the timely and accurate reporting of STAR-SW financial and accounting information.
Key Duties & Responsibilities:
· In liaison with the program officers, support the District Health Officer and/or designated district health office staff in developing budgets and quarterly cash requests
· Disburse funds at district implementing sites for project-supported activities.
· Ensure timely replenishment of funds for program activities and month end close after review by the Senior Finance Officer and ensure that all requests rhyme with the district approved work plans and budgets
· Participate in monitoring of the implementation of the project funded activities and ensure that these get implementation in line with the agreed upon implementation plan
· Together with Program Officers, make cash disbursements during program activities/events e.g. Trainings as may be indicated in the project work plan.
· Do the initial coding of all district expenses following the identified program areas in liaison with the responsible Program Officer.
· Prepare monthly activity financial reports.
· Assist the Senior Finance Officer with accurate data entry and ensure that all accountabilities are properly captured in Quick Books
· In liaison with the Senior Finance Officer, he / she will track monthly advances to the project staff and district teams.
Qualifications, Skills and Experience:
· A Diploma in Accounting and Finance from a reputable Institution. An additional certification in the related field will be of an added advantage.
· Working experience of at least 2 years minimum in a similar position, preferably with a USAID funded agency or nongovernmental organization.
· Prospective candidates should have experience working with Local Government partners and knowledge of their operations.
· Knowledge of local languages will be an added advantage
· Sound working knowledge on financial management;
· Excellent interpersonal skills,
· Excellent management skills and ability to attend to detail
· Strong skills in teamwork, networking, facilitation oral and written communication
· Good knowledge & experience in using Quick Books accounting package.
· Willingness to travel to the project districts up to 60% of the month.
