USAID Project Jobs – Human Resources Assistant at SDS (Strengthening Decentralization for Sustainability)

Reports to: Director of Finance & Operations
Job Summary: This position is responsible for all Human Resources activities for the project.
Key Duties & Responsibilities:
·         In collaboration with staff and supervisors, review and revise Job Descriptions to ensure that they are up to date and complete;
·         Coordinate the recruitment of new staff, including: placement of vacancy notices; receipt of applications and shortlisting of candidates; following up with references; verification of documentation; conducting tests of qualified shortlisted candidates; acting as Secretary to the Interview Committee; and preparing letters of offer;
·         Maintenance of complete employment files for all staff. Orient new employees on corporate policies and benefits. Enroll new local staff in the health insurance plan;
·         Manage training program for the organization, including: drawing up a training plan; managing training budget; producing materials needed for training; working with training providers to develop suitable content for the courses; delivering selected training sessions;
·         Provide guidance to Cardno on updates of rules and regulations of Ugandan Labor Law;
·         Act as Secretary to the Security Management Committee. Maintain an up to date staff roster with home addresses, telephone numbers and email addresses. Maintain up to date phone tree;
·         Ensure that the staff evaluation processes are completed in a timely manner. Coordinate goal setting for staff, ensuring that all goals are in line with project priorities;
·         Manage the recruitment process for consultants, ensuring that all relevant procurement rules are followed and documentation is complete;
·         Other tasks, as assigned by the supervisor.
Qualifications, Skills & Experience:
·         Bachelors Degree in Management or other relevant field. Masters Degree preferred.
·         4+ years working experience of demonstrable experience in a similar office environment, preferable for donor funded projects;
·         Excellent writing, computer and organizational skills;
·         Excellent listening skills;
·         USAID experience and basic knowledge of FARs and AIDARs is highly desirable;
·         Proven ability to work closely with a variety of project stakeholders, including local senior and support staff, USAID personnel, Home Office staff and consultants, to work collaboratively to solve administrative and operational problems as they arise; and
·         Proven ability to independently plan and execute complex tasks while addressing daily management demands.
