University Research Co., LLC (URC), a US-based public health organization working in Uganda since 2005, is implementing the USAID-funded Strengthening Uganda’s Systems for Treating AIDS Nationally (SUSTAIN) project. The project supports delivery of quality HIV prevention, treatment, care and laboratory services at selected referral and general hospitals. URC is seeking qualified candidates for the following positions based in Kampala at SUSTAIN offices (unless stated otherwise):
Job Summary: The Job holder will support MOH-STD/AIDS Control Program in strengthening of national level data management systems for pediatric and adolescent HIV services. The officer will lead the development and implementation of a M&E plan for the National Scale-up Plan for Pediatric and Adolescent HIV services and improvement efforts as well as contribute to data collection and analysis for various program assessments and implementation.
Key Duties and Responsibilities:
· Support M&E of the MOH national pediatric and adolescent HIV program activities, including development of performance targets, data collection, synthesis, reporting, and use of data for improvement and planning.
· Provide technical assistance and on-site support to implementing partners, hospitals, and health centres.
· Participate in the planning and implementation of an assessment of adolescent HIV services, ensuring a comprehensive data collection and management plan.
· Other M&E and project data management related duties assigned by the supervisor
· Support various operational research projects within the STD/AIDS control program.
· Participate in periodic surveys /evaluation of the national pediatric and adolescent HIV program.
Qualifications, Skills & Experience:
· A degree in bio-statistics or applied statistics (an advanced degree will be of added advantage). Additional relevant certification/qualifications in monitoring and evaluation are required.
· Three years experience in monitoring and evaluation for health and/ or HIV/AIDS programs; familiarity with PEPFAR indicators and USAID reporting requirements preferred
· Demonstrated practical skills in M&E of HIV/AIDS, and/or other relevant health programs.
· Knowledge of common statistical analyses and database management packages: Ms Access, Ms Excel, STATA, SPSS, EPiDATA.
· Must be self motivated with strong analytical, oral and written communication skills
· Ability to multi-task and work effectively in teams
