The Government of Uganda through the Office of Prime Minister (OPM) is coordinating the implementation of the Peace Recovery and Development Plan (PRDP) for Northern Uganda. Private Sector Foundation Uganda on behalf of Government of Uganda and through Business Uganda Development Scheme (BUDS) is implementing
a 13 million project funded by the UK Department for International Development (DFID) to boost private sector growth, investment and employment opportunities in northern Uganda for the period June 2010-June 2015.
The Risk and Compliance Advisor’s major task is to strengthen Private Sector Foundation Uganda/BUDS-DFID’s grant management process ensuring value for money for all supported activities under the project.
- Assessment of potential risks inherent in the submitted proposals for grants.
- Propose measures to manage identified and other potential risks to project implementation.
- Formulate appropriate deliverables for incorporation into grant agreements.
- Advice on compliance with laid down rules and procedures throughout the grant management cycle thereby reducing the risk of grant failures while at the same time improving turnaround times.
- Advice PSFU management and project Staff on matters within the risk and compliance realm.
The Candidate shall be a senior professional, self motivated, analytical with a business sense. He/she will be required to:
- Categorize potential project beneficiaries into risk groups in the context of grant management and develop a risk profile and assessment tool kit for each category.
- Develop a risk management tool kit for each of the categories.
- Continuously train PSFU staff on the use of the risk assessment
tools and ensure that the risk management tool kit is used for each agreement entered into. - Review on a continuous basis all grant applications and reimbursement/disbursement requests to ensure that deliverables requested/submitted meet the required standard.
- Continuously advice management and staff on the course of action regarding each application and agreement.
- Review operational processes and identify any weaknesses with a view to improve grant processing efficiency.
- Continuously reassess, develop and implement controls to match with emerging threats in grant management.
- Assist management in the implementation of audit recommendations.
- Carry out any other assignments as may be assigned by the Executive Director or the BUDS-DFID Manager.
- A Business/Mathematical Degree from a reputable institution, computer literacy with advanced skills in the use of MS Office tools
- A minimum of five years experience in business risk assessment and compliance in reputable organizations will be required.
- Proven ability to understand, analyze and evaluate the operations of individual businesses, in a multi-sectorial business environment.
- Ability to work independently for extended periods without direct supervision while meeting targets and deadlines.
- Financial and Value Chain analysis knowledge and experience.
